south africa statehouse south african ministers flew in earlier to try to help reach a deal on the country's future a catholic priest is also mediating. mood in harare has been calm but tense with troops still stationed around the city and military seized power on tuesday night surrounding mugabe's home and government buildings and you see it is the beginning of the end of his thirty seven year long rule. the opposition leader morgan tsvangirai has returned to harare after undergoing cancer treatment in britain and south africa he held a news conference in which he called for mugabe to resign. in the interest of the people of zimbabwe mr robert mugabe my citizen step down immediately in line with the national sentiment and expectation taken for the god of his legacy . and a contribution to zimbabwe. and the forces involved. that they be negotiated all inclusive transitional mechanism be emphasizing transitional mechanism and that the purpose that it sends in nature and character of that mechanism be agreed upon by all nationalistic world. and zimbabwe's former vice president joyce majeure it says a transitional arrangement could be put in place ahead of new elections she was sacked by mugabe in twenty fourteen after he accused her of corruption and plotting to kill him there's no doubt that we in need of transitional arrangements that should change two key issues of economic recovery and electoral reform process is our constant our country's reconstruction and national healing process can only be if product or free fair and credible elections which are to be housed within every reasonable time post in agreed sensational as good as greed agreement period. in harare sent us this update earlier. well we know that the meeting is still going on a few hours ago a motorcade was seen driving through some streets and went to state house officials on talking officially about what the meeting is going was considering the meeting but what we're hearing from information from unnamed sources that can be confirmed but they had been giving people information bit by bit that the media they saying that in this meeting prison mcgarvey has some the demands one of them is that he wants a guarantee that he and his family will be safe in the other one is that he feels that he shouldn't be forced to step down just yet he says zanu p.f. is a party that has rules and regulations and people should follow the party's constitution the constitution says that people should go to the conference in december and then at that conference the delegates will vote to decide if he should step down as leader of the party and ultimately president of the country the rehearing some of those talks have been a bit strained some of the army officials are also getting frustrated i suppose by the fact that it's not wrapping up very quickly these negotiations they haven't been easy we don't know how long they're going to last but people waiting to hear some kind of outcome from the meeting the delegation will also meet army officials and they will also meet officials in the ruling party as well. cambodia's supreme court has dissolved the main opposition party given by mr hoon ascends ruling party a clear run in next year's election the government says the cambodian national rescue party was plotting to take power with help from the united states riot has the latest from. the decision came after a day of deliberations hold'em a tight security around cambodia supreme court. the cambodian national rescue party had been expecting it's dissolution and had already ceased to function with many of its senior members in hiding already exile like its vice president. we look at. this. message to the international community yet mr junta is. who. in our prime minister hun sen has accused his rivals of plotting to overthrow his government after the arrest of opposition leader kim soccer the national rescue party denied the claim accusing the ruling party of smaller parties unable to organize themselves in time to unseat him and his premiership that has lasted for three decades is set to continue rob mcbride al-jazeera and. saudi arabia's foreign minister has denied reports that the lebanese prime minister saad hariri is being held in riyadh against his will saying he's free to leave earlier hariri met to the french foreign minister as part of efforts to normalize the political situation in lebanon and accepted an offer to visit france in the coming days china has more from beirut. it was a confusing picture for nearly two weeks the fate of saddam had it was opened to question many in lebanon including the president michel aoun accused saudi arabia of forcing the prime minister to resign as well as holding him and his family hostage accusations rejected by saudi officials. the french government weighed in in what some are calling a face saving deal the french president. invited had and his family to visit paris his foreign minister who held talks in riyadh confirmed that the invitation was accepted the crisis began when had he announced his sudden resignation earlier this month it was seen as a saudi move against iran's ally in lebanon hezbollah. collective efforts must be made to restore things as they were before the resignation of prime minister saad hariri last year there was a rare deal between saudi arabia and iran to keep lebanon stable and shielded from crises across the region they agreed to a point hezbollah's ally michel aoun as president and riyadh choice of saddle had eighty as prime minister that is no longer the case saudi arabia has taken a more aggressive stance against what it sees is growing iranian influence. the crisis in lebanon is caused by hizbullah that hijacked the state and imposed on the country if hezbollah continues its current policy it would make lebanon vulnerable lebanon has been caught up in proxy wars in the past it is easy to exploit the deep divisions between its political camps. we cannot afford more pressures we cannot afford more interferences from anybody whether from so the radio or from iran. it's not clear if his resignation but lebanon's president michel aoun said he will wait for the prime minister to return to beirut to decide the next step with regards to the government french mediation may have ended the diplomatic turmoil over fate but the crisis is far from over if it's on resigning it will be hard to find a candidate accepted by all sides to replace him and the ongoing rivalry between iran and saudi arabia could cause more instability here. lebanese from across the political divide had one message to saudi arabia we want our prime minister back it seems he is now coming back but what happens next will test if the unity will be short lived so out of. beirut let's get more on our top story now the military takeover in zimbabwe and we get the latest from here in the chest in harare and harris those pictures the first pictures were released of mugabe having these various meetings do we have any more information about what was discussed during meetings. well that meeting has finished prison mcgarvey has returned back to his private residence people are watching this day brokaw still waiting for some kind of announcement to be made something may be saved in a few hours i mean maybe late tomorrow no one knows but people are on standby i did tell you some local journalists have been told not to go home tonight p.p.a. and be on standby for some kind of announcement started circulating because no official statement has come out yet and a few minutes ago people some people who wanted who want to go back to leave have a lot of cheering and celebrating saying to finally over the news and bobby has arrived and then when they realize that no not as immediate they would quiet so i think a lot of people on edge right now waiting to see what is going to happen those who definitely feel president mugabe has overstayed what hopeless and i'll just say is that he has lived decided to step down regional that a climate in botswana has also ended we waited one osment also from that country and we know that the regional leaders are not keen on the idea of a military coup appearing to be successful so presumably some kind of solution that doesn't in overlooking looking at the military is taken over and succeeded in taking over is what they're aiming for do we know what shapes that might be and it's also rounds of speculation. i mean it's all speculation for now until someone officially there's anything but analysts are speculating they're saying you could see some kind of transitional government with all political parties taking part in it except president mugabe who would have stepped down at the time if that is what happened you could also be. doing their own thing they could decide to choose someone to leave them at the december conference. credible garbage is that down that a person takes over this peculation that could be the former vice president it was him and other but right now it is all just speculation people waiting for this announcement i can tell you zimbabweans are glued to the screens watching the menu's bulletin now if there's no announcement they'll keep watching as long as they can but at some point they'll know something will be sit because the meeting has ended and it is still as i understand it relatively calm there and tell us a little bit about the background it's there were elections in this in the coming weeks or months what kind of role would the opposition be able to play how kind of coherent is the opposition these days in zimbabwe. well the opposition over the past few years has been relatively weak when it comes to challenging the ruling party partly the blame of the fact that it has been free to operate here sometimes they can hold rallies some time to supporters have been allegedly intimidated by members of the ruling party so it's been difficult but also they have been infighting within some of the opposition parties for example the main one in d.c. teel led by morgan tsvangirai it had to split several times because of leadership issues people vying for positions so they've been a bit fragmented people hoped that for me a coalition with time have would bring them closer together but to be honest i mean the focus now is on zanu p.f. that's where the issue is that party it is problems with factions they will get rid of those who are problematic they will regroup and go to a new election stronger they hope than ever so i think people are the water play out in zanu p.f. but the opposition to capitalize on this is well thank you very much indeed herring with us i live for us in harare thank you. coming up on the news. a new report outlines the horrific experiences of ranger children fleeing a military crackdown in northern me and. u.s. president donald trump heads a congress to rally republicans ahead of a crucial tax reform bill and in sports justin rose makes his move to become your pain golf's leading man and he will have more on that story at. the u.n. says at least one million children in yemen are at risk of contracting to feria because urgently needed vaccines are being blocked from entering the country heads of three u.n. agencies have pleaded with a saudi led coalition to lift its blockade on the country and they say there's also the renewed risk of a flare up in cholera which has infected some nine hundred thousand yemenis in the past six months on monday saudi arabia said it would reopen some yemeni ports and airports but that doesn't include her data port which is the entry point for most aid and your respect i mean i want to as the director of u.n.h.c.r. middle east and north africa bureau he says the humanitarian message is very clear it's a tragedy of our time almost twenty one million people are in need of humanitarian assistance that of course there are various degrees of assistance and needs but some of them are really facing. horrible times hunger diseases. starvation for some of them. mobility freedom of movement. no income no access to health services they're facing a bill that makes we've seen the cholera outbreak there are there a danger of the theory and other diseases if vaccines do not reach people and if that all tough access to truth through to medical services i think with one we see these children are walking skeletons that should have happened in our time today. and i was in djibouti where aid agencies are still waiting to ship deliveries to yemen for assertion is growing with in the aid community based here in djibouti they have been unable to deliver a much needed aid to yemen for more than ten days now they say the ships red the lauded with much needed medical supplies for their color are response as well as food needed by mall noticed children in yemen but they have not gotten the go ahead from the coalition led by so dariya to dock into the port of the day that which they say is where they've been delivering aid ever since the yemen humanitarian response began so far they've been able to take stuff about seventy of them working for the united nations and other international organizations to the port of adam now they say the coalition has allowed them to dock into the port of other alone and they say that is not logistically. possible for them because much of the aid is supposed to be delivered to the most fun part of yemen and they say they that is the ideal port for them and that landing the aid in other than will only force them to go through. the court challenges including passing through land being held by tribal militias and they say anything could happen and fourteen people have been killed in a suicide bomb attack in the afghan capital kabul it happened outside a hotel which was hosting a gathering of around seven hundred supporters of an influential regional ain't it victims increased police officers and two civilians i saw says it was behind the attack. turkey's foreign ministry has suspended a quarter of its diplomats over suspected ties to last year's failed coup for mr and never loot. says the suspensions were based on what he called serious documents more than fifty thousand people including security officials military personnel and civil servants have been detained since july last year i was there continues to demand the release of its journalist mahmoud hussein who's been in an egyptian prison since december the twentieth hussein is accused of broadcasting false news to spread chaos which he and al-jazeera strongly deny he's repeatedly complained of mistreatment in jail for saying was arrested in december while visiting his family . humanitarian groups say for him to children fleeing in mass have witnessed massacres multiple rapes and people being burnt alive save the children has released a report detailing the horrific experiences of revenge of children who left their homes in rakhine state more than six hundred thousand ranger have crossed the border into bangladesh since military began a crackdown in august save the children says more than half of them are aged under eighteen. when the story had a thorn in schmidt joins me live in this tradition is the sea save the children international and a former danish prime minister thanks very much indeed thanks for having me coming to us just some of the experiences of the rim range of women and children that you've documented really horrendous on it to tennis are some of the examples and basically what we're doing we are in bangladesh we have helped two hundred fifty thousand people in bangladesh six hundred thousand have come into bangladesh and we are very fortunate to be on the ground to be able to help these children but we have also used the opportunity to ask them these children and their for their families what they have witnessed and what they have experienced and the stories they tell us. they have witnessed serious crimes we have spoken to children who have seen their parents die right in front of them who have seen till all the children burned alive in their houses we have heard about children at the age of twelve who have experienced rape and sexual abuse and of course children being killed and maimed in the atrocities happening in the northern part of northern rock in state in myanmar so these are real witness witnesses who have seen these things and based of that report we have here is a call from the rigging the children to the world's liza's to be accountable and to act and to put more pressure on the government the million mom military to stop these atrocities and there is going to be a meeting of foreign ministers understand and what's your call to them because that in the context of. military has issued its own report on the situation saying they've done nothing wrong yeah that we come quite match those two things so we are asking foreign ministers meeting in miramar on the monday these are foreign ministers from europe asia new seal and australia meeting in myanmar and i actually commend what all the deals have been doing but this is the time to do even more and we think they should post to me and. government to stop the violence to protect children to get humanitarian access directly into these children we're extremely worried particular for the families who have fled into the forest in the mountains where they because they can't go back to their homes and communities so get humanitarian access and also allow the u.n. to get in with a fact finding mission into the northern iraq in state and of course hold perpetrators to account that should be the next step and a little bit down the line we should try to find a way where the remaining good people can return to their homeland in a safe and dignified way and that's what we're hoping that world leaders will push when they see when they meet in myanmar next week and one of the things that sort of emerged from you from your report but also from other reports that are being coming out the last few days is the idea that not just people being raped but it's gang rape and in the in most cases that doesn't that doesn't suggest i mean that's almost just something that's kind of that's orchestrated that is what people say that this almost looked like and ethnic cleansing that is what these things are about gang rape and as i said very very young girls we're talking about here i was in bangladesh very recent recently and i spoke to people there and they just simply have nothing and they come with all these trauma and what we need to do is first of all stop the violence get access to money it's apparent access in there and of course help the people who are on the border of myanmar and help the people who have crossed the border so many people you wouldn't believe it when you see the refugee camp there it just goes on and on and on people living in mud without anything and we need to do much more to help these people thank you very much indeed have things driving for coming thank you. greece has declared three days of national mourning after a flash flood killed at least fifteen people several others are still missing and hundreds more have been left homeless as a result of the disaster some experts are blaming the government for allowing houses to be built on drive river beds in the towns of near paramus and mundra bad weather continues to hamper cleanup efforts and forecasters are predicting more rain later on thursday twenty countries into u.s. states have joined an international alliance to phase out coal from power generation before twenty thirty the powering past coal alliance was launched at the un climate talks in bonn and commits countries to sharing technology to reduce emissions and cut usage the commodity is a major contributor to global warming and still produces about forty percent of the world's electricity the u.s. has come under fire for donald trump's defense of swimming fossil fuels like coal are alarmed by its extensive environmental problems china's government is trying hard to clean up as well as taking a central role in the paris climate accord beijing is on track to beat its carbon emissions goals by twenty thirty it's offering huge incentives to drivers to switch their cars from petrol and diesel to electric to try to reduce pollution steadfast in reports from beijing. this is how china sees its near future blue skies and the soothing sound of electric vehicles roaming the city streets present day more often looks like this research shows that one third of air pollution in china comes from petrol and diesel cars that's why the government recently decided that traditionally fuel cars are a thing of the past and like france and britain wants to ban them in the next few decades when gen dong bought his electric car two years ago he didn't have to go through the license plate lottery a government measure to limit traffic he also got his car much cheaper because of a government subsidy of up to fifteen thousand dollars and unlike petrol and diesel fuel cars he can drive an any part of the city anytime he wants as long as car has enough power. ones or was about to go to a charging station but mind they were geisha let me into the wrong place there was no charging station and not a single person around i was forced to call a rescue team in china more than half a million people bought an electric car last year that's half of all electric cars sold worldwide forcing the government to quickly build more charging stations it's been hard to keep up with the demand and car batteries often don't last much more than two hundred kilometers despite government incentives electric cars are still not that popular here in china many consider them impractical and ugly but producers are trying very hard to make electric cars more fashionable. car makers are increasingly pressured to produce electric cars a recently announced attractive credit system allows companies to make money selling carbon credit quota to traditional car makers but some experts believe the government's plan is unrealistic and they question the benefits of electric cars if we want to. replaced all the traditional cars in the north through take it that this is a lie this is a fundamentally a scientific lie to the world greenpeace says china's rapid switched to electric cars as a positive step to combat climate change but the environmental groups asked it's by far not enough because seventy percent of the country's power plants are using coal a major emitter of greenhouse gas if we really want to clean future and we really want to count that and climate change only pushing for the actual vehicle is not enough we need to at the same time push for a face out of coffee of hope that saving the planet or not for consumers like gen dong driving an electric car saturday. israel says it's prepared to cooperate with saudi arabia to face what it calls iran's plans to quote control the middle east israel's military chief told a saudi run news site that they are ready to share intelligence information to face the threat posed by tehran israel's army confirmed the contents of the interview which is read as israel and saudi arabia have no official diplomatic ties more on this let's talk to and aaron haim who's the military correspondent for the jerusalem post thanks for being with us or if you've been able to get more information about the story and if it's true how big a deal is it well it definitely is true the interview was conducted by and it's really a journalist i was down in hebrew in tel aviv military headquarters it's a pretty significant deal i mean i think quite himself doesn't give. israeli press any interview such as this the last time that an israeli chief of staff the spoken to an arabic outlet was actually with al-jazeera in two thousand and two i believe . it was a very long time ago so does is definitely a very big step for i think a lot to do and said that i mean there are different levels of intelligence sharing on even between allies they don't always share the whole range of information today so what kinds of things you think might cooperation well that's definitely true there are various levels which i'm sure israel and saudi arabia for that part would be a little bit more hesitant to share with each other but like i said cut it in the interview that if it's necessary if it will help confront iran which both countries. say is the biggest threat in the region and i think i said that in the interview and so that both saudi arabia and israel have the same concerns about iran its expansion both in terms of. financial support to militaries to nonmilitary groups so i'm sure israel and and i would share any type of information that would really be relevant to perhaps an attack on either country or a way or intelligence which would show that iran was up to something you mentioned and the attack on another country i mean there's been over speculation about a possible military offensive against lebanon in the context of the. resignation from riyadh of the lebanese prime minister and all kind of creation of swelled around how like a some kind of operation in lebanon you think against has been a. i think it said that if there is no interest in israel to launch any sort of attack on lebanon that's really what officials here have been saying military politicians they're all saying that this is not something we want neither side wants it neither in lebanon. or or in israel or in syria for that matter because hizbollah is there as well the officials also say that if there is a war when there is a war it won't just be against lebanon it will be with lebanon and syria the entire northern front would be one big war ok ana thank you very much indeed for your thoughts on something i can. now russian president vladimir putin is to host the leaders of turkey and iran in such a next week for talks on syria the chair will discuss how to improve cooperation so they can find a political solution to more than six years of civil war but those inside syria highly skeptical about the chances of any diplomatic breakthrough so i'm jimmy reports from gaziantep near the turkish syrian border. more syrian soldiers and militia fighters from going on back groups in syria and iraq have arrived and. it's been a week since the syrian government screamed that it took isis last stronghold since then i said has launched dozens of attacks and its fighters hiding in tunnels inside the city managed to take back most of the town on the syria iraq border. assad's forces have also come under attack by opposition fighters in the suburbs of the capital damascus this is one of the largest military barracks belonging to the syrian regime in eastern since january it has exchanged hands several times. but the rebel small gains are no match for the government's air superiority fighter jets have continued to target opposition areas. deescalation if that's what is called the planes didn't spare their calls for u.s. soldiers to leave the statement from syria's foreign office came a day after u.s. secretary of state. walking away from syria this week in attacks comes as world leaders agreed to unanimous condemnation to the images of suffocating children the u.n. found the assad regime responsible for the chemical attack in qana which killed dozens of people the government denied mechanism expires the u.s. and russia are presenting rival bids for how to investigate future chemical attacks russia has so far vetoed nine resolutions on syria and more than six years into this war world leaders are still making statements as attacks against civilians continue with impunity some of the job it out of their. let's return now to the situation in zimbabwe where president mugabe has been holding talks with the head of the military talk more about this i'm joined by nick. there is the u.k. representative of the ruling zanu p.f. party thanks very much for coming in and when we spoke to our correspondent a short while ago who's in harare she was saying that journalists are coming but on standby don't go home because there might be an announcement what are you hearing from. spoken to the party in zimbabwe i'm not sure about any announcement of the meds. what has happened is the president is going to work and is going home so you left his house is quote it is usual the usual motorcade and went to the state house we you know by the words from the minutes the general some of the commanders and went back home but. from a political side of things zain appear from is called for its province is to meet its so there is what we call the p.c.c. the provincial committee committees they are meeting throughout the country tomorrow making a decision or coming just so to some conclusion of some sort or where do they stand as a party will do is tense in beasts perceived impasse between the party of the military and the president and first is quite a sort of. positive way of putting it i mean you've got you've had have the tanks are you suggesting that he's just going to work as normal you have had the military out of the streets and i think most people have it's not a call the coup it would be called a military takeover what who does zanu p.f. want to replace robert mugabe when he goes presuming he will go firstly if it's of what the situation is a hybrid the sort of coup it's now the military is there to try to keep some order or some sort of they say whether they're going to do but they said it's not a takeover is an opiate of we have to make a decision on whether. we support the position of the military is about yes and on that on that point do you think that i should resign no i think the people of zimbabwe and there's an appeal from the party of his to make a decision on my decision it's not in a one in single person's decision that's what's actually the electoral college of but of the party is making a decision on tomorrow and so once they make that decision what kind of deal do you expect to take shape i mean presumably he he isn't going to continue in power once this has happened. if the p.c.c. is the provision is of committees are saying we were in the president to continue that's what should be if they say we don't want you to step down then there will be another constitutional question from from the national point of view oh is he going to do that there are a lot of in your within the framework of the constitutions if there is enough. enough appetite within the country for the prison system to step down then there's six of one or two of the question where the parliament is to impeach the president the perimeter set a committee which investigates the allegations against the president whether people are alleging that the president no longer looks capacity or has made me sit of course it's not us for which you should send down and then the decision is made that is within the provisions of the constitution but out what i can assure you of nothing. from here going forward is going to be done which is also the constitution and as of now you hope presumably i mean not not i hope that's actually the position i'm giving you here first there's the official position but nothing outside the constitution is going to happen ok the president's if he's going to step down you'll step down within the parameters of the orchestration if he's going to stop beings on a piece of leader it will also be done through a process so which is why we are persistent or insistent that this is not a coup yes you cannot put it in a box to see who is this or that it's a hybrid situation and you are you hoping that for free and fair elections after this within the party years and within the country yes we hope for pre and free elections that's where we were insisting on your process ok i have to be there nic and i thank you very much indeed for coming joyce and thank you for having me a rare painting byron a science master leonardo da vinci has become the most expensive piece of art ever sold at auction the portrait of jesus christ went for four times its estimated value some experts believe the high price is the result of savvy marketing. it's going to take christensen amy who's outside christie's in new york so why so much interest in this painting. but we are talking about leonardo da vinci a renaissance master responsible for works of art like the last supper or the mona lisa but unlike those works of art which are held in museums around the world this one was in a private collection. it was believed to be the only davinci held by private owners last owned by a russian billionaire and clearly that held a lot of appeal for buyers and that's what prompted christie's auction house behind me here to label the painting as the last of inchy prompting much interest in the sale that said there was a huge marketing campaign which drove interest in this piece it was previewed in four cities all around the world and critics say that all of the hype leading up to the sale may have overshadowed some of the problems with its authenticity up until the last and up until two thousand and five it was believed that this painting was done by a student not by davinci himself and also it overshadowed some concerns about its condition. the loss to peace probably not of course to save previous in the collections of three kings of england a treasure of the renaissance and the triumph of capitalism leonardo da vinci's masterwork salvador monday or savior of the world has gone under the hammer for a record breaking four hundred fifty point three million dollars. so. it's a far cry from one hundred fifty eight when it fetched a mere sixty dollars at the time it was thought to be painted by a student of davinci rather than the master himself christie's auction house says it's a sign of growing international interest and rising prices for major artworks it's a strong market in general we're seeing confidence from. from both sides from both our buyers who are seeing great pieces coming to market and that's because our sellers are having confidence as well the sale is quite the coup for christie's auction house coming at a time when collectors tend to favor more contemporary artists many critics credit a highly successful marketing campaign. this advertising video doesn't even show the picture itself only the reactions of visitors the auction house hired an outside agency for the first time to build hype for the event. billed as the last of in tens of thousands flocked to priyadarshan viewings in hong kong london san francisco and new york all to catch a glimpse of a bona fide masterpiece not only does it have public excitement around the sales and it brings in perhaps more people than would normally come through our doors. but it also foxholes a great conversations around the awesome and adds a great a richness i think to to the sales season. the salesmanship seems to have worked even before the auction began they'd secured a guaranteed bit of one hundred million dollars salvatore monday is the only known painting by the renaissance master still in a private collection to vinci died in fifteen nineteen and fewer than twenty of his paintings are left in existence. and christian do we know who bought it. we do not know who bought the painting it remains a mystery we know the winning bid came in by phone which is very common in these high profile auctions christie says they typically get interest from forty to fifty countries when they have major auctions as they did last night here we know there was a lot of focus on the asian market one of the previews took place in hong kong and there's been a lot of interest in art coming out of china recently but we just don't know we do know that in the end there were four bidders who were willing to spend more than one hundred million dollars on this painting three of them were on the phone one of them was in the room we know it took nineteen minutes to get to that record setting price lots of gasping in the crowd as the price went higher and higher at the end they settled that four hundred fifty million dollars that's more than double the price of the last record which was set by a picasso painting christmas nummi thank you very much indeed. let's take you now to the u.s. house of representatives so when they've just finished voting on a crucial tax reform bill the republican draft ability to cut federal tax rates on corporations small businesses and individuals but the reforms have met resistance in the senate version of the tax bill is vastly different to that of the house of representatives president trump wants to sign a tax package into law before the end of the year if the bill passes. can be helped to set the white house so is it looking like it has gone through. yeah that's what it looks like it was expected laurin the numbers are still being tallied up as they take a closer look at who voted and how but it appears on first glance that this is gone along party lines which was largely expected republicans of course dominating the house of representatives democrats not to in favor of this tax reform bill that has been put forward by the president that's because it makes cuts essentially for corporations and this is a president who campaigned on helping the middle class and many liberals or democrats believe that the middle class is not benefiting from this this is basically the first third of the way in terms of this becoming law still has to be passed in the senate and that's where there could be some problems for the president's legislation that's because one top republican already says he's not going to support it because tucked inside of the senate version is a little something to make it so it's no longer a requirement under obamacare the affordable care act that americans must buy health insurance and that could be a problem for individuals who have preexisting conditions because there will be a smaller pool of healthy people to keep the costs down so many republicans concerned about that concern that health care legislation is tucked inside tax reform legislation so it looks like this has passed in the house of representatives but far from a done deal in terms of this becoming law and why is it so important remind us to president trump. right this is important we saw the president making another one of his rare appearances on capitol hill today trying to drum up support for this because he's been in office nearly ten months has no legislative victory so far you remember sort of the famous fail of repeal and replace obamacare well the president also campaigned on sweeping tax reform changes and with almost a year in office he still hasn't had a legislative victory so the president investing heavily in this we see him making those appearances on capitol hill but at the same time. i there still a long way to go there is no guarantee this is going to make it through the sentence and rather the senate and then still it has to be reconciled between the two houses before the president can sign into law so just a third of the way through not much time left in the legislative calendar of the president eager for a win committee how could thank you very much indeed. time for sports has andy. thanks so much lauren what. is the line up for next year's world cup in russia is finally complete peru securing the. south americans. said the country to declare a national holiday mariana sanchez was in the thick of australia coming through as well to get to their fourth straight world cup moving further west iran and saudi arabia the other two teams to qualify automatically in asian qualifying host nation russia the one saying they didn't have to go through qualification of calls from europe if any champions germany put their tickets alongside a long list coming up a belgium france european champions portugal sweden croatia switzerland denmark iceland first time in a cup in the finals for them serbia england poland and spain in africa egypt are back for the first time since nine hundred ninety they're joined by morocco nigeria senegal and suni mexico costa rica and panama again first time is at the world cup advance from north and central america the usa not making it and from south america brazil iroquois argentina colombia peru will all be in russia now and no south american teams won the world cup in europe since brazil took the title thousand sweden in one thousand nine hundred fifty eight i spoke to football writer one hour and go about the continent's chances in russia next year if there is one team that can do it is the team that won it in one thousand which is. far as this region is concerned is head and shoulders above the rest and you can start saying that they are one of the three teams say germany and spain that are the heavy favorites to be able to look at the trophy wants to meet that is probably those three are going to be the ones that reach out to you but if you ask me about south america or the americas in general it starts and ends with brazil argentina might come and that all depends on how or he and his team are able to get things together but i'm not sure about that to meet brazil essential to bother us. the organizers of football's gulf cup in qatar say saudi arabia the united arab emirates and bahrain have withdrawn from next month's events cats are the subject of a blockade from the three countries amidst an ongoing political crisis eight teams normally take part in the events and the twenty twenty world cup host say they could still stage a smaller scale so on and it's roger federer has maintained his one hundred percent record of the friday. the world anti-doping agency says russia is still not complying with its code olympic bosses will decide in december if russia can compete in next year's winter games allegations of state sponsored doping were made in an independent report commissioned by the anti doping body last year russian authorities reject the claims water say russians who can prove their claim could compete under a neutral banner well our moscow correspondent really challenge says time is running out for russia's olympic athletes. basically what we have though is a position where russia's athletes are now in a bind they're in a very unfortunate situation while there is saying that they will not declare restart a compliance until russia says that yes deeds partake in a state sponsored doping operation russia at the moment is completely are not willing to do that so there is a deadlock and yes this is casting a shadow over russian sports as you said we have a decision next month from the i.o.c. and the paralympic committee about whether russian athletes will be allowed to partake in the winter olympics next year it's see decision not water decision but what water has recommended or decided will filter into that so we could be in a position next year when russian athletes are not competing justin ross has made a big move in the race to finish as the season's leading player on the european so he's just one shot off the lead at the final events of the year in dubai very sits second in the european rankings and needs a top five finish to have a chance of overhauling following michelin tommy fleetwood is on six under par with patrick reid leading the way on seven under fleetwood needs to equal or better at rose's finishing position to ensure he remains europe's leading man not enough of this from him though he struggling on one. of conscious i wonder made on the weekends the last two times but that's not really a recipe that you want to continue to follow because it's very hard to come back and win from those sorts of margins back so i was very cognizant today of going after this a strong start it's really all i can all i can hope for is just keep on playing so i go off and put myself in position because you know i think i think last year that round came on the second day but the first day it wasn't the greatest round so. after better start continue doing that you know if i improve every day. compared to last year. and some old time hockey action from the detroit red wings in calgary flames detroit on the way to a big win the flying's not very happy about it in all five players were given misconduct for their roles in this brawl and the sides combined for one hundred and eleven penalty minutes not bad guys the red wings going on to win eight so. that's south africa statehouse south african ministers flew in earlier to try to help reach a deal on the country's future a catholic priest is also mediating. mood in harare has been calm but tense with troops still stationed around the city and military seized power on tuesday night surrounding mugabe's home and government buildings and you see it is the beginning of the end of his thirty seven year long rule. the opposition leader morgan tsvangirai has returned to harare after undergoing cancer treatment in britain and south africa he held a news conference in which he called for mugabe to resign. in the interest of the people of zimbabwe mr robert mugabe my citizen step down immediately in line with the national sentiment and expectation taken for the god of his legacy . and a contribution to zimbabwe. and the forces involved. that they be negotiated all inclusive transitional mechanism be emphasizing transitional mechanism and that the purpose that it sends in nature and character of that mechanism be agreed upon by all nationalistic world. and zimbabwe's former vice president joyce majeure it says a transitional arrangement could be put in place ahead of new elections she was sacked by mugabe in twenty fourteen after he accused her of corruption and plotting to kill him there's no doubt that we in need of transitional arrangements that should change two key issues of economic recovery and electoral reform process is our constant our country's reconstruction and national healing process can only be if product or free fair and credible elections which are to be housed within every reasonable time post in agreed sensational as good as greed agreement period. in harare sent us this update earlier. well we know that the meeting is still going on a few hours ago a motorcade was seen driving through some streets and went to state house officials on talking officially about what the meeting is going was considering the meeting but what we're hearing from information from unnamed sources that can be confirmed but they had been giving people information bit by bit that the media they saying that in this meeting prison mcgarvey has some the demands one of them is that he wants a guarantee that he and his family will be safe in the other one is that he feels that he shouldn't be forced to step down just yet he says zanu p.f. is a party that has rules and regulations and people should follow the party's constitution the constitution says that people should go to the conference in december and then at that conference the delegates will vote to decide if he should step down as leader of the party and ultimately president of the country the rehearing some of those talks have been a bit strained some of the army officials are also getting frustrated i suppose by the fact that it's not wrapping up very quickly these negotiations they haven't been easy we don't know how long they're going to last but people waiting to hear some kind of outcome from the meeting the delegation will also meet army officials and they will also meet officials in the ruling party as well. cambodia's supreme court has dissolved the main opposition party given by mr hoon ascends ruling party a clear run in next year's election the government says the cambodian national rescue party was plotting to take power with help from the united states riot has the latest from. the decision came after a day of deliberations hold'em a tight security around cambodia supreme court. the cambodian national rescue party had been expecting it's dissolution and had already ceased to function with many of its senior members in hiding already exile like its vice president. we look at. this. message to the international community yet mr junta is. who. in our prime minister hun sen has accused his rivals of plotting to overthrow his government after the arrest of opposition leader kim soccer the national rescue party denied the claim accusing the ruling party of using the courts to silence it nearly one against the government at the last election and has been gaining in popularity looking one in politics zero all summer game is a winner takes all politics and there have been restrictions on the activities of foreign n.g.o.s. the opposition has promised to fight on regardless it can continue and exist and it is in parts of everyone in cambodia. inside and outside it. is vibrant with this court's decision prime minister hun sen removes in one stroke his biggest obstacle in next year's election he will still face opposition but it will likely be from smaller parties unable to organize themselves in time to unseat him and his premiership that has lasted for three decades is set to continue rob mcbride al-jazeera and. saudi arabia's foreign minister has denied reports that the lebanese prime minister saad hariri is being held in riyadh against his will saying he's free to leave earlier hariri met to the french foreign minister as part of efforts to normalize the political situation in lebanon and accepted an offer to visit france in the coming days china has more from beirut. it was a confusing picture for nearly two weeks the fate of saddam had it was opened to question many in lebanon including the president michel aoun accused saudi arabia of forcing the prime minister to resign as well as holding him and his family hostage accusations rejected by saudi officials. the french government weighed in in what some are calling a face saving deal the french president. invited had and his family to visit paris his foreign minister who held talks in riyadh confirmed that the invitation was accepted the crisis began when had he announced his sudden resignation earlier this month it was seen as a saudi move against iran's ally in lebanon hezbollah. collective efforts must be made to restore things as they were before the resignation of prime minister saad hariri last year there was a rare deal between saudi arabia and iran to keep lebanon stable and shielded from crises across the region they agreed to a point hezbollah's ally michel aoun as president and riyadh choice of saddle had eighty as prime minister that is no longer the case saudi arabia has taken a more aggressive stance against what it sees is growing iranian influence. the crisis in lebanon is caused by hizbullah that hijacked the state and imposed on the country if hezbollah continues its current policy it would make lebanon vulnerable lebanon has been caught up in proxy wars in the past it is easy to exploit the deep divisions between its political camps. we cannot afford more pressures we cannot afford more interferences from anybody whether from so the radio or from iran. it's not clear if his resignation but lebanon's president michel aoun said he will wait for the prime minister to return to beirut to decide the next step with regards to the government french mediation may have ended the diplomatic turmoil over fate but the crisis is far from over if it's on resigning it will be hard to find a candidate accepted by all sides to replace him and the ongoing rivalry between iran and saudi arabia could cause more instability here. lebanese from across the political divide had one message to saudi arabia we want our prime minister back it seems he is now coming back but what happens next will test if the unity will be short lived so out of. beirut let's get more on our top story now the military takeover in zimbabwe and we get the latest from here in the chest in harare and harris those pictures the first pictures were released of mugabe having these various meetings do we have any more information about what was discussed during meetings. well that meeting has finished prison mcgarvey has returned back to his private residence people are watching this day brokaw still waiting for some kind of announcement to be made something may be saved in a few hours i mean maybe late tomorrow no one knows but people are on standby i did tell you some local journalists have been told not to go home tonight p.p.a. and be on standby for some kind of announcement started circulating because no official statement has come out yet and a few minutes ago people some people who wanted who want to go back to leave have a lot of cheering and celebrating saying to finally over the news and bobby has arrived and then when they realize that no not as immediate they would quiet so i think a lot of people on edge right now waiting to see what is going to happen those who definitely feel president mugabe has overstayed what hopeless and i'll just say is that he has lived decided to step down regional that a climate in botswana has also ended we waited one osment also from that country and we know that the regional leaders are not keen on the idea of a military coup appearing to be successful so presumably some kind of solution that doesn't in overlooking looking at the military is taken over and succeeded in taking over is what they're aiming for do we know what shapes that might be and it's also rounds of speculation. i mean it's all speculation for now until someone officially there's anything but analysts are speculating they're saying you could see some kind of transitional government with all political parties taking part in it except president mugabe who would have stepped down at the time if that is what happened you could also be. doing their own thing they could decide to choose someone to leave them at the december conference. credible garbage is that down that a person takes over this peculation that could be the former vice president it was him and other but right now it is all just speculation people waiting for this announcement i can tell you zimbabweans are glued to the screens watching the menu's bulletin now if there's no announcement they'll keep watching as long as they can but at some point they'll know something will be sit because the meeting has ended and it is still as i understand it relatively calm there and tell us a little bit about the background it's there were elections in this in the coming weeks or months what kind of role would the opposition be able to play how kind of coherent is the opposition these days in zimbabwe. well the opposition over the past few years has been relatively weak when it comes to challenging the ruling party partly the blame of the fact that it has been free to operate here sometimes they can hold rallies some time to supporters have been allegedly intimidated by members of the ruling party so it's been difficult but also they have been infighting within some of the opposition parties for example the main one in d.c. teel led by morgan tsvangirai it had to split several times because of leadership issues people vying for positions so they've been a bit fragmented people hoped that for me a coalition with time have would bring them closer together but to be honest i mean the focus now is on zanu p.f. that's where the issue is that party it is problems with factions they will get rid of those who are problematic they will regroup and go to a new election stronger they hope than ever so i think people are the water play out in zanu p.f. but the opposition to capitalize on this is well thank you very much indeed herring with us i live for us in harare thank you. coming up on the news. a new report outlines the horrific experiences of ranger children fleeing a military crackdown in northern me and. u.s. president donald trump heads a congress to rally republicans ahead of a crucial tax reform bill and in sports justin rose makes his move to become your pain golf's leading man and he will have more on that story at. the u.n. says at least one million children in yemen are at risk of contracting to feria because urgently needed vaccines are being blocked from entering the country heads of three u.n. agencies have pleaded with a saudi led coalition to lift its blockade on the country and they say there's also the renewed risk of a flare up in cholera which has infected some nine hundred thousand yemenis in the past six months on monday saudi arabia said it would reopen some yemeni ports and airports but that doesn't include her data port which is the entry point for most aid and your respect i mean i want to as the director of u.n.h.c.r. middle east and north africa bureau he says the humanitarian message is very clear it's a tragedy of our time almost twenty one million people are in need of humanitarian assistance that of course there are various degrees of assistance and needs but some of them are really facing. horrible times hunger diseases. starvation for some of them. mobility freedom of movement. no income no access to health services they're facing a bill that makes we've seen the cholera outbreak there are there a danger of the theory and other diseases if vaccines do not reach people and if that all tough access to truth through to medical services i think with one we see these children are walking skeletons that should have happened in our time today. and i was in djibouti where aid agencies are still waiting to ship deliveries to yemen for assertion is growing with in the aid community based here in djibouti they have been unable to deliver a much needed aid to yemen for more than ten days now they say the ships red the lauded with much needed medical supplies for their color are response as well as food needed by mall noticed children in yemen but they have not gotten the go ahead from the coalition led by so dariya to dock into the port of the day that which they say is where they've been delivering aid ever since the yemen humanitarian response began so far they've been able to take stuff about seventy of them working for the united nations and other international organizations to the port of adam now they say the coalition has allowed them to dock into the port of other alone and they say that is not logistically. possible for them because much of the aid is supposed to be delivered to the most fun part of yemen and they say they that is the ideal port for them and that landing the aid in other than will only force them to go through. the court challenges including passing through land being held by tribal militias and they say anything could happen and fourteen people have been killed in a suicide bomb attack in the afghan capital kabul it happened outside a hotel which was hosting a gathering of around seven hundred supporters of an influential regional ain't it victims increased police officers and two civilians i saw says it was behind the attack. turkey's foreign ministry has suspended a quarter of its diplomats over suspected ties to last year's failed coup for mr and never loot. says the suspensions were based on what he called serious documents more than fifty thousand people including security officials military personnel and civil servants have been detained since july last year i was there continues to demand the release of its journalist mahmoud hussein who's been in an egyptian prison since december the twentieth hussein is accused of broadcasting false news to spread chaos which he and al-jazeera strongly deny he's repeatedly complained of mistreatment in jail for saying was arrested in december while visiting his family . humanitarian groups say for him to children fleeing in mass have witnessed massacres multiple rapes and people being burnt alive save the children has released a report detailing the horrific experiences of revenge of children who left their homes in rakhine state more than six hundred thousand ranger have crossed the border into bangladesh since military began a crackdown in august save the children says more than half of them are aged under eighteen. when the story had a thorn in schmidt joins me live in this tradition is the sea save the children international and a former danish prime minister thanks very much indeed thanks for having me coming to us just some of the experiences of the rim range of women and children that you've documented really horrendous on it to tennis are some of the examples and basically what we're doing we are in bangladesh we have helped two hundred fifty thousand people in bangladesh six hundred thousand have come into bangladesh and we are very fortunate to be on the ground to be able to help these children but we have also used the opportunity to ask them these children and their for their families what they have witnessed and what they have experienced and the stories they tell us. they have witnessed serious crimes we have spoken to children who have seen their parents die right in front of them who have seen till all the children burned alive in their houses we have heard about children at the age of twelve who have experienced rape and sexual abuse and of course children being killed and maimed in the atrocities happening in the northern part of northern rock in state in myanmar so these are real witness witnesses who have seen these things and based of that report we have here is a call from the rigging the children to the world's liza's to be accountable and to act and to put more pressure on the government the million mom military to stop these atrocities and there is going to be a meeting of foreign ministers understand and what's your call to them because that in the context of. military has issued its own report on the situation saying they've done nothing wrong yeah that we come quite match those two things so we are asking foreign ministers meeting in miramar on the monday these are foreign ministers from europe asia new seal and australia meeting in myanmar and i actually commend what all the deals have been doing but this is the time to do even more and we think they should post to me and. government to stop the violence to protect children to get humanitarian access directly into these children we're extremely worried particular for the families who have fled into the forest in the mountains where they because they can't go back to their homes and communities so get humanitarian access and also allow the u.n. to get in with a fact finding mission into the northern iraq in state and of course hold perpetrators to account that should be the next step and a little bit down the line we should try to find a way where the remaining good people can return to their homeland in a safe and dignified way and that's what we're hoping that world leaders will push when they see when they meet in myanmar next week and one of the things that sort of emerged from you from your report but also from other reports that are being coming out the last few days is the idea that not just people being raped but it's gang rape and in the in most cases that doesn't that doesn't suggest i mean that's almost just something that's kind of that's orchestrated that is what people say that this almost looked like and ethnic cleansing that is what these things are about gang rape and as i said very very young girls we're talking about here i was in bangladesh very recent recently and i spoke to people there and they just simply have nothing and they come with all these trauma and what we need to do is first of all stop the violence get access to money it's apparent access in there and of course help the people who are on the border of myanmar and help the people who have crossed the border so many people you wouldn't believe it when you see the refugee camp there it just goes on and on and on people living in mud without anything and we need to do much more to help these people thank you very much indeed have things driving for coming thank you. greece has declared three days of national mourning after a flash flood killed at least fifteen people several others are still missing and hundreds more have been left homeless as a result of the disaster some experts are blaming the government for ready to share intelligence information to face the threat posed by tehran israel's army confirmed the contents of the interview which is read as israel and saudi arabia have no official diplomatic ties more on this let's talk to and aaron haim who's the military correspondent for the jerusalem post thanks for being with us or if you've been able to get more information about the story and if it's true how big a deal is it well it definitely is true the interview was conducted by and it's really a journalist i was down in hebrew in tel aviv military headquarters it's a pretty significant deal i mean i think quite himself doesn't give. israeli press any interview such as this the last time that an israeli chief of staff the spoken to an arabic outlet was actually with al-jazeera in two thousand and two i believe . it was a very long time ago so does is definitely a very big step for i think a lot to do and said that i mean there are different levels of intelligence sharing on even between allies they don't always share the whole range of information today so what kinds of things you think might cooperation well that's definitely true there are various levels which i'm sure israel and saudi arabia for that part would be a little bit more hesitant to share with each other but like i said cut it in the interview that if it's necessary if it will help confront iran which both countries. say is the biggest threat in the region and i think i said that in the interview and so that both saudi arabia and israel have the same concerns about iran its expansion both in terms of. financial support to militaries to nonmilitary groups so i'm sure israel and and i would share any type of information that would really be relevant to perhaps an attack on either country or a way or intelligence which would show that iran was up to something you mentioned and the attack on another country i mean there's been over speculation about a possible military offensive against lebanon in the context of the. resignation from riyadh of the lebanese prime minister and all kind of creation of swelled around how like a some kind of operation in lebanon you think against has been a. i think it said that if there is no interest in israel to launch any sort of attack on lebanon that's really what officials here have been saying military politicians they're all saying that this is not something we want neither side wants it neither in lebanon. or or in israel or in syria for that matter because hizbollah is there as well the officials also say that if there is a war when there is a war it won't just be against lebanon it will be with lebanon and syria the entire northern front would be one big war ok ana thank you very much indeed for your thoughts on something i can. now russian president vladimir putin is to host the leaders of turkey and iran in such a next week for talks on syria the chair will discuss how to improve cooperation so they can find a political world leaders are still making statements as attacks against civilians continue with impunity some of the job it out of their. let's return now to the situation in zimbabwe where president mugabe has been holding talks with the head of the military talk more about this i'm joined by nick. there is the u.k. representative of the ruling zanu p.f. party thanks very much for coming in and when we spoke to our correspondent a short while ago who's in harare she was saying that journalists are coming but on standby don't go home because there might be an announcement what are you hearing from. spoken to the party in zimbabwe i'm not sure about any announcement of the meds. what has happened is the president is going to work and is going home so you left his house is quote it is usual the usual motorcade and went to the state house we you know by the words from the minutes the general some of the commanders and went back home but. from a political side of things zain appear from is called for its province is to meet its so there is what we call the p.c.c. the provincial committee committees they are meeting throughout the country tomorrow making a decision or coming just so to some conclusion of some sort or where do they stand as a party will do is tense in beasts perceived impasse between the party of the military and the president and first is quite a sort of. positive way of putting it i mean you've got you've had have the tanks are you suggesting that he's just going to work as normal you have had the military out of the streets and i think most people have it's not a call the coup it would be called a military takeover what who does zanu p.f. want to replace robert mugabe when he goes presuming he will go firstly if it's of what the situation is a hybrid the sort of coup it's now the military is there to try to keep some order or some sort of they say whether they're going to do but they said it's not a takeover is an opiate of we have to make a decision on whether. we support the position of the military is about yes and on that on that point do you think that i should resign no i think the people of zimbabwe and there's an appeal from the party of his to make a decision on my decision it's not in a one in single person's decision that's what's actually the electoral college of but of the party is making a decision on tomorrow and so once they make that decision what kind of deal do you expect to take shape i mean presumably he he isn't going to continue in power once this has happened. if the p.c.c. is the provision is of committees are saying we were in the president to continue that's what should be if they say we don't want you to step down then there will be another constitutional question from from the national point of view oh is he going to do that there are a lot of in your within the framework of the constitutions if there is enough. enough appetite within the country for the prison system to step down then there's six of one or two of the question where the parliament is to impeach the president the perimeter set a committee which investigates the allegations against the president whether people are alleging that the president no longer looks capacity or has made me sit of course it's not us for which you should send down and then the decision is made that is within the provisions of the constitution but out what i can assure you of nothing. from here going forward is going to be done which is also the constitution and as of now you hope presumably i mean not not i hope that's actually the position i'm giving you here first there's the official position but nothing outside the constitution is going to happen ok the president's if he's going to step down you'll step down within the parameters of the orchestration if he's going to stop beings on a piece of leader it will also be done through a process so which is why we are persistent or insistent that this is not a coup yes you cannot put it in a box to see who is this or that it's a hybrid situation and you are you hoping that for free and fair elections after this within the party years and within the country yes we hope for pre and free elections that's where we were insisting on your process ok i have to be there nic and i thank you very much indeed for coming joyce and thank you for having me a rare painting byron a science master leonardo da vinci has become the most expensive piece of art ever sold at auction the portrait of jesus christ went for four times its estimated value some experts believe the high price is the result of savvy marketing. it's going to take christensen amy who's outside christie's in new york so why so much interest in this painting. but we are talking about leonardo da vinci a renaissance master responsible for works of art like the last supper or the mona lisa but unlike those works of art which are held in museums around the world this one was in a private collection. it was believed to be the only davinci held by private owners last owned by a russian billionaire and clearly that held a lot of appeal for buyers and that's what prompted christie's auction house behind me here to label the painting as the last of inchy prompting much interest in the sale that said there was a huge marketing campaign which drove interest in this piece it was previewed in four cities all around the world and critics say that all of the hype leading up to the sale may have overshadowed some of the problems with its authenticity up until the last and up until two thousand and five it was believed that this painting was done by a student not by davinci himself and also it overshadowed some concerns about its condition. the loss to peace probably not of course to save previous in the collections of three kings of england a treasure of the renaissance and the triumph of capitalism leonardo da vinci's masterwork salvador monday or savior of the world has gone under the hammer for a record breaking four hundred fifty point three million dollars. so. it's a far cry from one hundred fifty eight when it fetched a mere sixty dollars at the time it was thought to be painted by a student of davinci rather than the master himself christie's auction house says it's a sign of growing international interest and rising prices for major artworks it's a strong market in general we're seeing confidence from. from both sides from both our buyers who are seeing great pieces coming to market and that's because our sellers are having confidence as well the sale is quite the coup for christie's auction house coming at a time when collectors tend to favor more contemporary artists many critics credit a highly successful marketing campaign. this advertising video doesn't even show the picture itself only the reactions of visitors the auction house hired an outside agency for the first time to build hype for the event. billed as the last of in tens of thousands flocked to priyadarshan viewings in hong kong london san francisco and new york all to catch a glimpse of a bona fide masterpiece not only does it have public excitement around the sales and it brings in perhaps more people than would normally come through our doors. but it also foxholes a great conversations around the awesome and adds a great a richness i think to to the sales season. the salesmanship seems to have worked even before the auction began they'd secured a guaranteed bit of one hundred million dollars salvatore monday is the only known painting by the renaissance master still in a private collection to vinci died in fifteen nineteen and fewer than twenty of his paintings are left in existence. and christian do we know who bought it. we do not know who bought the painting it remains a mystery we know the winning bid came in by phone which is very common in these high profile auctions christie says they typically get interest from forty to fifty countries when they have major auctions as they did last night here we know there was a lot of focus on the asian market one of the previews took place in hong kong and there's been a lot of interest in art coming out of china recently but we just don't know we do know that in the end there were four bidders who were willing to spend more than one hundred million dollars on this painting three of them were on the phone one of them was in the room we know it took nineteen minutes to get to that record setting price lots of gasping in the crowd as the price went higher and higher at the end they settled that four hundred fifty million dollars that's more than double the price of the last record which was set by a picasso painting christmas nummi thank you very much indeed. let's take you now to the u.s. house of representatives so when they've just finished voting on a crucial tax reform bill the republican draft ability to cut federal tax rates on corporations small businesses and individuals but the reforms have met resistance in the senate version of the tax bill is vastly different to that of the house of representatives president trump wants to sign a tax package into law before the end of the year if the bill passes. can be helped to set the white house so is it looking like it has gone through. yeah that's what it looks like it was expected laurin the numbers are still being tallied up as they take a closer look at who voted and how but it appears on first glance that this is gone along party lines which was largely expected republicans of course dominating the house of representatives democrats not to in favor of this tax reform bill that has been put forward by the president that's because it makes cuts essentially for corporations and this is a president who campaigned on helping the middle class and many liberals or democrats believe that the middle class is not benefiting from this this is basically the first third of the way in terms of this becoming law still has to be passed in the senate and that's where there could be some problems for the president's legislation that's because one top republican already says he's not going to support it because tucked inside of the senate version is a little something to make it so it's no longer a requirement under obamacare the affordable care act that americans must buy health insurance and that could be a problem for individuals who have preexisting conditions because there will be a smaller pool of healthy people to keep the costs down so many republicans concerned about that concern that health care legislation is tucked inside tax reform legislation so it looks like this has passed in the house of representatives but far from a done deal in terms of this becoming law and why is it so important remind us to president trump. right this is important we saw the president making another one of his rare appearances on capitol hill today trying to drum up support for this because he's been in office nearly ten months has no legislative victory so far you remember sort of the famous fail of repeal and replace obamacare well the president also campaigned on sweeping tax reform changes and with almost a year in office he still hasn't had a legislative victory so the president investing heavily in this we see him making those appearances on capitol hill but at the same time. i there still a long way to go there is no guarantee this is going to make it through the sentence and rather the senate and then still it has to be reconciled between the two houses before the president can sign into law so just a third of the way through not much time left in the legislative calendar of the president eager for a win committee how could thank you very much indeed. time for sports has andy. thanks so much lauren what. is the line up for next year's world cup in russia is finally complete peru securing the. south americans. said the country to declare a national holiday mariana sanchez was in the thick of the one saying they didn't have to go through qualification of calls from europe if any champions germany put their tickets alongside a long list coming up a belgium france european champions portugal iroquois argentina colombia peru will all be in russia now and no south american teams won the world cup in europe since brazil took the title thousand sweden in one thousand nine hundred fifty eight i spoke to football writer one hour and go about the continent's chances in russia next year if there is one team that can do it is the team that won it in one thousand which is. far as this region is concerned is head and shoulders above the rest and you can start saying that they are one of the three teams say germany and spain that are the heavy favorites to be able to look at the trophy wants to meet that is probably those three are going to be the ones that reach out to you but if you ask me about south america or the americas in general it starts and ends with brazil argentina might come and that all depends on how or he and his team are able to get things together but i'm not sure about that to meet brazil essential to bother us. the organizers of football's gulf cup in qatar say saudi arabia the united arab emirates and bahrain have withdrawn from next month's events cats are the subject of a blockade from the three countries amidst an ongoing political crisis eight teams sponsored doping were made in an independent report commissioned by the anti doping body last year russian authorities reject the claims water say russians who can prove their claim could compete under a neutral banner well our moscow correspondent really challenge says time is running out for russia's olympic athletes. basically what we have though is a position where russia's athletes are now in a bind they're in a very unfortunate situation while there is saying that they will not declare restart a compliance until russia says that yes deeds partake in a state sponsored doping operation russia at the moment is completely are not willing to do that so there is a deadlock and yes this is casting a shadow over russian sports as you said we have a decision next month from the i.o.c. and the paralympic committee about whether russian athletes will be allowed to partake in the winter olympics next year it's see decision not water decision but what water has recommended or decided will filter into that so we could be in a position next year when russian athletes are not competing justin ross has made a big move in the race to finish as the season's leading player on the european so he's just one shot off the lead at the final events of the year in dubai very sits second in the european rankings and needs a top five finish to have a chance of overhauling following michelin tommy fleetwood is on six under par with patrick reid leading the way on seven under fleetwood needs to equal or better at rose's finishing position to ensure he remains europe's leading man not enough of this from him though he struggling on one. of conscious i wonder made on the weekends the last two times but that's not really a recipe that you want to continue to follow because it's very hard to come back and win from those sorts of margins back so i was very cognizant today of going after this a strong start it's really all i can all i can hope for is just keep on playing so i go off and put myself in position because you know i think i think last year that round came on the second day but the first day it wasn't the greatest round so. after better start continue doing that you know if i improve every day. compared to last year. and some old time hockey action from the detroit red wings in calgary flames detroit on the way to a big win the flying's not very happy about
