Every year, the City of Rio Rancho renews a vow, signed into proclamation by the mayor. The city, the proclamation says, will forever remember the events that took place on 9.11.2001. On Sunday, at Vista Verde Memorial Park, a holy ritual takes place, as it has every year since and will every year from now on.
