NEW DELHI: Observing that use of ‘toolkit’ for political propaganda can’t be banned in a democratic country like India, the Supreme Court on Monday refused to entertain a PIL seeking probe against Congress and its de-registration for allegedly creating a toolkit to malign the image of PM Narendra Modi on handling of the Covid-19 pandemic. A bench of Justices DY Chandrachud and MR Shah, at the outset of hearing, asked the PIL petitioner to ignore such a toolkit if he didn’t like it but the court could not pass a general order to ban it. The petitioner advocate Shashank Shekhar Jha, however, contended that toolkits have been banned in many countries, including Singapore. The bench thereafter reminded him that India is a democratic country and it can’t be done in a democracy. A two-judge bench of the apex court, headed by Justice Dr Dhananjaya Y Chandrahud and also comprising Justice M R Shah, asked the lawyer-cum-petitioner, Jha, to withdraw his petition or else may move the High Court under appropriate law somewhere else, but not in Supreme Court.
