“There have been no significant finds to date,” he said. Contractors had been regrading the contours of the site to create the ground levels for the development, he said. “Most of the topsoil is removed from the site while the balance of the cut soil is redistributed as fill to the low areas of the site. “Initially, this cut soil is stockpiled prior to filling the lower areas of the site. “Rooney Earthmoving are doing a great job ensuring that all work is undertaken in accordance with our Resource Consent requirements,” he said.

The earthworks are on target to have the site levels for the first stage of development completed by early August, Redwood Group spokesman Paul Hudson says.
Several clauses, which would have revealed what is and is not allowed on the site, have been redacted - although the document does state banks, cinemas, offices and accommodation businesses will not be allowed to open at the development. It also states that in the first stage of development, there would be no more than nine retailers on the site, while no retail occupant should be less than 600sqm in area. A tavern, included in a proposal for the second stage of the development, is also mentioned in the agreement. It says “the sale or supply of alcohol is prohibited from the Tavern until after April 2025”.
