Several clauses, which would have revealed what is and is not allowed on the site, have been redacted - although the document does state banks, cinemas, offices and accommodation businesses will not be allowed to open at the development.
It also states that in the first stage of development, there would be no more than nine retailers on the site, while no retail occupant should be less than 600sqm in area.
A tavern, included in a proposal for the second stage of the development, is also mentioned in the agreement.
It says “the sale or supply of alcohol is prohibited from the Tavern until after April 2025”.
