Man Accused of Exposing Himself to Children in College Township Park

State College police on Tuesday arrested a Woodward man accused of exposing himself to children last month in a College Township park. David Ray Snyder, 57, was denied bail by District Judge Casey McClain because Snyder is already facing charges for allegedly filming a woman and her two teenage daughters while they changed clothes in a bath house at Bald Eagle State Park last summer. The investigation into the new charges began on July 7, when police received a report of a male exposing himself to several young girls, all around the age of 7, at Spring Creek Park. Police said the suspect had left the area in a silver minivan. Snyder was identified as the suspect when he returned to the park on July 19, according to a news release.

The State College Police Department arrested and charged a Woodward man on several counts for unlawful contact with minors on Tuesday, according to a release. David R. Snyder was charged with misdemeanor counts of Indecent Exposure and Open Lewdness, as well as felony charges of Unlawful Contact with Minors and Corruption of Minors. SCPD opened an investigation on July 7 after the 57-year-old man allegedly exposed himself to several young girls around 7 years of age at Spring Creek Park, the release said. The suspect fled the scene in a silver minivan. One of the individuals disclosed to Centre County Child Advocacy center that Snyder had talked to her and exposed himself to her, according to the release.

Man Accused of Killing Jean Tuggy Brought Back to Centre County to Face Homicide Charge

The man charged earlier this month in the 2016 killing a Pine Grove Mills woman was brought back to Pennsylvania this weekend and is being held at the Centre County Correctional Facility. Kowalski was arraigned on Saturday morning before District Judge Casey McClain, who denied bail. A preliminary hearing is scheduled for March 8. Tuggy was found dead by friends who came to check on her after she failed to meet them. Her murder baffled family and friends, who could not imagine who would want to harm her. A years-long investigation by Ferguson Township police was joined in 2019 by the attorney general’s office. It eventually led to Kowalski, who was described in a criminal complaint as a former co-worker of Tuggy’s who had developed a friendship with her.
