Holyoke City Council approves raises for city workers; elected officials see boost Updated Apr 07, 2021; HOLYOKE The City Council on Tuesday approved a long-delayed salary and compensation ordinance for city workers, including raises for Holyoke Public Library workers paid less than minimum wage. Councilor at Large Rebecca Lisi, who chairs the Ordinance Committee, said the adopted compensation plan mainly affects City Hall workers. In past meetings, department heads told Lisi’s committee the difficulty in filling vacancies or delivering services due to low pay. Lisi noted that trash and recycling pickups were delayed by days and weeks due to staff shortages and equipment breakdowns at the Department of Public Works.
