New sewage rules could cost Winona (3/17/2021)
In order to prevent the flow of harmful waste from its treatment plant into the Mississippi River, the city of Winona may soon embark on an expensive study to determine the scope of renovations to the plant which could be even more expensive.
The Minnesota Pollution Control Agency previously refined its system for determining how much phosphorus is too much when a wastewater treatment plant emits “effluent,” or discharge, into a body of water. Based on those new standards, and the tests that Winona submits to the MPCA, the city has too much phosphorus flowing into the Mississippi.

Winona County Sheriffâs Office:Â Â
2/19, 7:07 p.m. 21-year-old Ryan J. Casey of Nashotah, Wis. was arrested on suspicion of driving under the influence of a controlled substance after being stopped for an equipment violation in the area of 4th and Center Streets. Charges are pending the results of a blood test. Â
2/19, 11:23 p.m. Ashley R. Saunders of Oregon, Wis. was arrested on suspicion of fourth-degree DWI after authorities say she was spotted weaving in and out of traffic lanes on Highway 61 near Interstate 90. Deputies say she had a .12 Blood Alcohol Content (BAC). Â
