The Park Rapids City Council heard concerns from a citizen at its meeting on Tuesday.
Shelley Russell, who lives on Minnesota Street behind Coborn’s Grocery, said that she has been struggling for some time to obtain a solution for garbage blowing into her yard from the store’s property.

The Park Rapids City Council on Tuesday turned down a permit application for a performance group to hold a puppet parade in downtown Park Rapids.
The application by Elle Thoni with Wild Conspiracy was to have the event from 1 to 2 p.m. Saturday, Feb. 13 on Main Avenue from 5th Street to 2nd Street and back.
