The Park Rapids City Council on Tuesday turned down a permit application for a performance group to hold a puppet parade in downtown Park Rapids.
The application by Elle Thoni with Wild Conspiracy was to have the event from 1 to 2 p.m. Saturday, Feb. 13 on Main Avenue from 5th Street to 2nd Street and back.
