No permanent stay for asylum seekers of over 10 years – Malta tells Council of Europe
No plan for permanent residence permit to irregular migrants, ECRI commends Malta Hate Crime Unit

In 2018, an ad hoc policy for non-returnable, failed asylum seekers who entered Malta prior to 31 December 2015 and who had resided in Malta for at least five years, were given a specific residence authorisation
Malta does not plan to offer any form of permanent residence permit to irregular migrants, regardless of whether they are in possession of a temporary residence permit or not.
The Council of Europe’s commission against racism and intolerance (ECRI) said in its fifth monitoring report that it had already recommended that Malta give persons who cannot return to their country of origin and who have resided in Malta for over ten years, a more permanent form of regularisation.
Malta’s Hate Crime and Speech Unit provided nine people with free legal assistance since it was established, Ministry Home Affairs revealed.
Following a parliamentary question posed by Therese Commodini Cachia, the ministry reported that the unit dealt with a total of 63 victims of hate speech and hate crime. From this figure, 39 people received emotional support and eight were referred to therapy.
Since it’s opening in 2018, 251 reports were filed with the Hate Speech and Crimes Unit. It found that 161 did not meet its criteria to constitute incitement of violence or lacked evidence.
The Hate Crime and Hate Speech unit was set up in October 2019 to provide legal and psychological support for victims of hate crime.
63 Cases Were Reported To The Hate Crime & Speech Unit In 15 Months
In the fifteen months since the Hate Crime and Speech Unit was set up, there have been 63 reported cases with 39 people seeking emotional help.
This news was shared by the Minister for Home Affairs Byron Camilleri in response to MP Therese Comodini Cachia.
The Minister also said that there are four full-time service professionals who have now been integrated into the victim support agency.
Meanwhile, eight victims were referred for therapy while another nine sought legal aid. At the same time, 328 contacts were also registered via online chat.
