Revised leash law, budget face voters at Pelham Town Meeting

PELHAM Many people in the company of their dogs have taken to trails in Pelham during the pandemic.
But with the increased exploration of these natural areas has come concerns about owners not controlling their pets, and dogs accosting other walkers and dogs.
When annual Town Meeting convenes Saturday, voters will consider a petition to require dogs to be leashed on public trails or private trails used by the public from 10 a.m. to dark, rather than to be just under voice command.
Amherst board to consider appeal on rejected Jones Library petition

AMHERST The Board of Registrars is expected to convene Friday to consider an appeal from residents who claim a petition, which would have forced a townwide vote on the $36.3 million Jones Library renovation project, was wrongfully rejected.
Town Manager Paul Bockelman said during Monday’s Town Council meeting that the issue is whether town officials improperly disqualified signatures on the petition.
The council voted 10-2 on April 5 to authorize borrowing for the project.
The town clerk’s office determined the petitioners were 22 signatures short of the required 864, or 5% of registered voters in town, to trigger the “voter veto” process. The petitioners said they submitted more than a thousand signatures and filed the appeal believing signatures were removed without cause.
Amherst Council to act on $31.9M regional school budget proposal that decreases spending

AMHERST – The Town Council at Monday’s meeting is scheduled to act on a $31.9 million regional school budget proposal that decreases spending, that was previously voted in the affirmative by school board.
This spending plan, which if approved by Amherst Town Council, would take effect in the fiscal year that begins July 1, is $231,754 less than the current Amherst-Pelham Regional School system budget.
Despite the overall decrease, the town’s share – its annual assessment – would increase to $16,748,783, or a 2.1% hike, data provided by the school department shows.
