If this bill is passed, it ll put Ohio at the forefront. We will be able to say, Look, we have gotten serious about this, DeWine had said.
But as state lawmakers leave for summer break, there is still no bill, even if the governor at a law enforcement news conference last week said there was a bill pending.
Despite civil rights advocates having long called for urgent action, detailed negotiations with law enforcement stakeholders and other priorities like the state budget are delaying any introduction of a police reform bill to the fall when legislators return.
