SEVIERVILLE Sarah Romine acknowledged she’d shot another woman as soon as police detained her outside Soaky Mountain Waterpark Saturday, according to the incident report from that night.
Romine, 31, of Knoxville, “stated multiple times that she was very sorry and that she had shot another female,” Officer Kyle Hager said in the incident report.
Hager and other officers eventually concluded that Romine fatally shot 24-year-old Kelsey Cook, of Knoxville according to the report.
Hager and two other officers were nearby at Wilderness Resort to investigate a theft call shortly after 8:15 p.m. Saturday, when they heard Wilderness security talking about an incident in the Soaky Mountain parking lot.

SPD cited eight incidents between June 1 and July 15 where theyâd been called to deal with intoxicated guests at Soaky Mountain Waterpark or Wilderness at the Smokies Resort, which owns the waterpark.
TABC also confirmed it has started its own investigation into the incident, where the accused killer and at least two other people were allegedly intoxicated.
âThereâs an open investigation,â spokesman Aaron Rummage said Tuesday.
The ABC shared the earlier complaint and citation Monday evening, after The Mountain Press requested any complaints or citations against the waterpark or against its owner, Wilderness at the Smokies Resort, since Soaky Mountain opened in May.

The Mountain Press requested those records after a fatal shooting in the waterparkâs parking lot Saturday night, and after an incident the week before in which three intoxicated patrons in the park allegedly started an altercation and were assaulting everyone they came into contact with.
SEVIERVILLE â There is much more than new construction involved with the creation of the Cityâs newest fire station at 122 Prince St.
âIn preparation for that station opening we have two new engines on order,â Chief Matt Henderson said.
The City has already hired firefighters who will eventually be scheduled on 24-hour shifts at the station and will hire additional personnel in October.
âThey are going through a 12-week training academy that they will be Tennessee state certified firefighters when they finish,â Henderson said. âThe second group will be hired and start Oct. 1.â
Henderson said they advertised the positions without requiring existing firefighting experience.
