Town Meeting has rejected the idea three times over the past decade.
The subject was due to come up again at this yearâs May 3 Town Meeting as the Board of Selectmen voted at its April 5 meeting to put it on the warrant. But the board backed away from that decision on April 26 after current Town Clerk Catherine Harder-Bernier accused the board of acting illegally.

Harder-Bernier â who was elected to her first three-year term in 2013 and reelected in 2016 and 2019 â filed a complaint with the attorney general, alleging that the board violated the Open Meeting Law by failing to notify her or the public that the âhighly controversialâ matter would be discussed.
No Ware Town Meeting quorum, no decision on $13M water system fix
Updated 10:42 AM;
WARE – A special town meeting to consider allocating $13.3 million to build a new water filtration plant was cancelled for lack of quorum on Saturday.
A quorum of 100 is required to conduct business at Ware town meetings; 63 registered voters had signed in for the April 24 special town meeting that was to be held at Ware High School football field, according to the town clerk.
Article 6 of Ware special town meeting warrant included a motion “that $7,300,000 is appropriated, in addition to the $6,000,000 previously appropriated. . . for a total appropriation of $13,300,000, for the design and construction of an iron and manganese removal plant. . . .”
BOSTON A new bill co-sponsored by state Sen. Susan Moran, D-Falmouth, would cover the upfront costs for cities and towns to provide for early and mail-in voting on a permanent basis.
The bill, numbered SD.1378 in the Senate and HD.449 in the House, would see the state preemptively cover costs, including salaries for overtime work and hiring additional staff. State Sen. Rebecca Rausch, D-Needham, and Rep. Steven Ultrino, D-Malden, have filed the bill in each chamber, respectively.
Currently, cities and towns can ask the state to be reimbursed for election costs, but still have to foot the bill upfront, Rausch said
