JPVL resumes operations at Vishnuprayag hydro project - The Hindu BusinessLine

JPVL resumes operations at Vishnuprayag hydro project March 12, 2021 A file picture of the rescue operations underway near Tapovan Tunnel.   -  PTI× Jaiprakash Power Ventures Ltd (JPVL) resumed operations at its 400MW Vishnuprayag hydroelectric project, the company said on Friday. Based in Chamoli, Himachal Pradesh, the plant had been shut down since February 7 after river water gushed into its tailrace tunnel following a glacial outburst that severely damaged the 520MW NTPC Tapovan Vishnugad project and the 13.2MW Rishi Ganga project. “The company is pleased to announce that after carrying out extensive cleaning of the Tail Race Tunnel of the project and other associated systems and thorough checking of all elements of the project, we have resumed operations,” JPVL said in its statement.

The Force Multipliers of Disasters in Uttarakhand

While Uttarakhand is vulnerable to disasters, climate change is increasing these vulnerabilities. Major human interventions like hydropower projects and highways implemented without an informed or democratic decision-making process act as force multipliers during such disasters. The violations of legal and other prudent norms in their implementation further increase the damages. The absence of necessary monitoring, early warning systems and the overall disaster management system add another layer of damages during the disasters. The lack of the ability to learn lessons from disasters and lack of any accountability ensure the perpetuation of the situation.   Uttarakhand is no stranger to disasters. But the flood disaster that Chamoli district experienced on the morning of 7 February 2021 was unusual in many respects besides it being winter when the disaster happened. A massive brown flood with a huge plume of dust was seen first upstream of Reni village, following a loud bang that

Carbon Brief: Did climate change contribute to India s catastrophic glacial flood ?

With rescue efforts still underway, the disaster has swiftly become international news. Media coverage has speculated about the cause of the devastation, with glacial lake “outbursts”, broken glaciers and avalanches all put forward as possible explanations. In this factcheck, Carbon Brief unpacks how the events unfolded and speaks to scientists who suggest that a landslide was, in fact, the most likely primary cause. And while further analysis is needed to assess the role of climate change, one scientist tells Carbon Brief that rising temperatures are causing “more of these big slope collapses”. What happened? According to police in Uttrakhand, the flood hit around 05:30GMT (11:00 local time). The torrent of water, ice and debris first destroyed the Rishiganga hydroelectric project – a small dam of roughly 13.2MW. BBC News reported that “the impact catapulted water along the Dhauliganga river” where it hit the much larger 520MW Tapovan Vishnugad hydropower
