Stormont MLAs have agreed to move Northern Ireland s first ever climate bill to the next stage.
They voted 58 to 29 in favour after more than six hours of debate, meaning the proposed legislation will proceed to detailed scrutiny at the assembly.
It does not specify the level of reductions required in various sectors like agriculture, transport and energy.
The bill would also create the role of Climate Commissioner to oversee progress against those targets.
It is opposed by farmers, Agriculture minister Edwin Poots and his DUP party.
Mr Poots told MLAs it would be extremely detrimental to our economy .

THE children of Mountfield have got together to lobby their local politicians for improvements to local play park facilities.
A total of 142 signatures were obtained by the young people, who are hoping that their appeal for a new trampoline will be met with a positive response from Fermanagh and Omagh District Council.
Local resident, Andrina Balogh praised the ‘amazing initiative’ taken by the children who were visited by Sinn Fein’s Declan McAleer MLA and Cllr Padraigin Kelly.

“The children spent an evening cleaning up the park for the politicians’ arrival. There was a lot of excitment and to see them so proactive and full of enthusiasm is really great,” she said.

There have been robust exchanges at a Stormont committee over the withdrawal of staff from Irish Sea border checks.
The focus was on a letter written by the chief executive of Mid and East Antrim Council, Anne Donaghy, whose responsibilities include Larne Port.
She sent it to the Cabinet Office in London the day before the council decided to withdraw 12 of their staff.
The Department of Agriculture, Environment and Rural Affairs (DAERA) quickly followed suit, suspending physical checks for more than a week.
