An organised syndicate of sand and earth lifters has been wreaking havoc on the Halda river at the upstream in Fatikchhari upazila while the local administration turned a blind eye to the menace.
Halda, the lone natural breeding ground of carp-like fish in South Asia, was declared as Bangabandhu Fisheries Heritage on December 22 last year.
The government banned twelve types of activities in the river including fishing, sand lifting, water withdrawal, plying of mechanised boats, construction of dams, and dumping of any industrial or domestic waste.

Hours after Awami League General Secretary Obaidul Quader yesterday warned of action against people involved in the deadly clashes in Noakhali s Companiganj, men in plainclothes picked up Mizanur Rahman Badal, the rival of Obaidul s brother Quader Mirza.
Badal is the organising secretary of the AL s Companiganj unit and also the former upazila chairman while Mirza is the mayor of Basurhat municipality.
Police initially claimed they did not know anything about Badal s detention. But Alamgir Hossain, the superintendent of police in Noakhali, told The Daily Star around 7:20pm yesterday that Badal had been arrested.
27 held over deadly Noakhali clash, Section 144 imposed in Companiganj’s Basurhat
At least 27 people have been arrested in connection with Tuesday’s deadly clash between two rival factions of Awami League in Noakhali, officials said Wednesday.
The clash between supporters of Quader Mirza and other Awami League activists in Noakhali’s Companiganj upazila left one person dead and more than 30 others injured.
The 27 suspects have been nabbed from different parts of the upazila, officials said.
Meanwhile, the local administration has imposed prohibitory orders in the Basurhat municipality area in the wake of the clash.
Companiganj Upazila Nirbahi Officer (UNO) Mohamamd Ziaul Haque Mir said that the prohibitory orders would remain in force till 12 am on Wednesday.

Police yesterday arrested a Jubo League activist in a case filed over raping a woman in Faridganj upazila of Chandpur.
The accused rapist Abul Kashem Gazi (30) was sent to jail after he was produced before a court today, said Md Shahin Hossain, officer-in-charge of Faridganj Police Station.
The victim herself filed an abduction and a rape case at the police station last night, said the OC.
The victim, wife of an expatriate worker, got acquainted with the accused rapist a month ago and met in person. Yesterday, they met once again. Abul Kashem then took the victim to a place and raped her, according to the case statement, reports our Chandpur correspondent.
