The impact of salaries on law enforcement retention, especially in the Guam Police Department, was the focus of a public hearing for Bill 34 on Monday.
The bill, introduced by Sen. James Moylan, would create a unified leadership tier and pay scale plan for Guam law enforcement agencies. According to Moylan, disparate levels of pay across agencies for similar responsibilities often result in officers leaving for greener pastures after the completion of training.
Richard Fee, who serves as an outside counsel for the Guam Peace Officer Standards and Training Commission, would be responsible for developing the plan. He provided a presentation of his personal findings in working with the commission.
