Blind River councillor Betty Ann Dunbar stepped down as chair of the Blind River Development Corporation on Monday following the findings of Blind River Integrity Commissioner Tony Fleming.
Fleming says a complaint of a possible breach of the Code of Conduct was made following a September Zoom meeting where a presenter identified as SM in the report felt insulted by Dunbar sighing and rolling her eyes during the presentation.
The complaint alleged that Dunbar engaged in harassing behaviour towards SM such as generating additional work, having higher quality expectations, and making harsher comments related to their work.
It was also determined the two had a rocky work and personal history.
