New era in St. Charles with Vitek, four new aldermen sworn in

Posted5/4/2021 5:30 AM A new era began Monday night in St. Charles with the swearing in of Mayor Lora Vitek, four new aldermen, a new city clerk and a new treasurer. The first city council meeting for the group featured the approval of Finance Director Chris Minick as the interim city administrator to replace retiring Mark Koenen, who provided one of the many emotional farewell speeches of the night. Minick s appointment becomes effective May 15.   Vitek, who served one term as Ward 4 alderman, becomes the second female mayor in St. Charles history after Sue Klinkhamer served from 1997 to 2005. Minick to be recommended as interim St. Charles city administrator

Updated 4/22/2021 4:50 PM St. Charles Mayor-Elect Lora Vitek announced Thursday she ll recommend appointing Finance Director Chris Minick as interim city administrator to replace Mark Koenen, who is retiring on May 15. Vitek s recommendation will be voted on at the May 3 city council meeting after she and four new aldermen are sworn in.   Minick became the city s finance director in 2008. Before that he was the village administrator in Plainfield and also served as Plainfield s finance director and director of management services. Minick currently serves on the Illinois Metropolitan Investment Fund Board and the Illinois Government Finance Officers Association Legislative Committee. He s a past president of the IGFOA and represents the organization on the Illinois Municipal League Resolutions Committee.

'COVID deficit' will continue to impact St. Charles budget

Updated 3/4/2021 5:51 PM St. Charles Finance Director Chris Minick has a term for the budget difficulties the city s endured for the last year: the COVID deficit. At last weekend s city council retreat, for the first time Minick outlined for Mayor Ray Rogina and the aldermen the ongoing impact of a COVID deficit that will create a nearly $3.2 million hole in the projected budget for the 2021-22 fiscal year that begins on May 1.   Minick said projected revenue of about $47 million is shy of a normal year where the city would expect $49.25 million. A significant amount of the decrease is from hotel/motel tax revenue that s projected to be at $750,000, compared with $2.2 million in a normal fiscal year.
