Members of the public, and especially the media, take such opportunity to benchmark administrations against the past, as well as set agenda for the future. Some leaders spend such times to roll out the drums, others do not really care much about this tradition. Wherever you stand on this tradition, there is no harm in periodic review of the situation of things.
