ACLU, others file federal complaints over Riverside County use of CARES Act funds
Three advocacy groups have filed complaints with federal oversight agencies alleging the Riverside County Sheriff s Department
misused pandemic relief funds for an office makeover with the approval of the Riverside County Board of Supervisors.
The supervisors unanimously voted in favor of the three expenditures of CARES Act funds during two separate meetings in May and June amounting to about $4.7 million for a variety of expenses that the groups, including the ACLU, say violate the guidelines for how the federal funds can be spent.
The complaint specifically references

Michael Planet has served as Ventura Superior Court’s Executive Officer since 2001. Working under the direction of the presiding judge, Planet managed everything from budgets to records and facilities.
He’s been honored by the California Judicial Council, which is the policy making body for the state court system. He’s also served on a number of statewide groups helping to deal with issues facing California’s courts.
Before coming to Ventura County, he served as a court executive in Seattle and Phoenix.

On 05-02-2021 at about 12:02 A.M, a Mendocino County Sheriff’s Deputy conducted a traffic stop on a vehicle in the 1300 block of North State Street in Ukiah, California.
The Deputy contacted the driver, Anthony Fortner, [a 32 year-old male from Boca Raton, FL], and a male passenger.
Fortner exited his vehicle and walked over to the passenger side door, appearing nervous and not wanting the Deputy to approach the driver side of the vehicle.
The passenger opened the passenger door and the Deputy saw multiple opened alcoholic beverage containers in the passenger door area. The passenger admitted to having open containers in the vehicle and consuming alcoholic beverages in the vehicle.
