Nigeria is on the march again, seeking a new Constitution, the grundnorm expected to usher in a fresh and invigorated polity, maybe even a new beginning. Every previous attempt to review or fashion out a new Constitution has not been completed. The question on the lips of many, is whether what Nigeria really needs is a new Constitution, or simply a review of the old and wobbling one.
