Parks, Public Works projects get green light from City Council

The Kirksville City Council approved a number of items as part of Monday’s meeting. Most of those items were centered on ongoing projects with the Public Works and Parks and Recreation departments.
Here’s a rundown of what was approved at the meeting.
Tower Lease agreement
The council approved a tower lease agreement with US Cellular, the second of three planned agreements between the city and cell phone corporations. One with AT&T was approved earlier this year.
These companies have used the old water tower to deliver signals. Since that water tower will be deconstructed, they have moved to different spaces. US Cellular will join AT&T, and eventually Verizon, on the Mark Twain Communications tower.
Kirksville man convicted of 2nd-degree murder stemming from 2019 shooting

A Kirksville man was convicted of second-degree murder and armed criminal action in Adair County Circuit Court Thursday, the county’s first jury trial in over a year due to the pandemic.
Andrew Head, 20, was convicted of those two charges by a jury following his role in the 2019 shooting death of Izaiha J. McFarland, 17. Head was the accomplice of Drake Zanoni, who the state alleges fired the killing shot.
Because Head was the accomplice to the crime, getting a second-degree murder charge was a difficult hurdle for Adair County Prosecutor Matt Wilson. But the jury believed that was an accurate charge following two days of trial and about two and a half hours of deliberation on Thursday.
Bird launches in Kirksville with 25 electric scooters to start
Bird scooters have landed in Kirksville, a much different kind of spring migration for this area.
The scooters were first delivered to Kirksville about a month ago and were made available to ride last week, right before the Memorial Day Weekend.
Right now 25 scooters are available to ride. The company’s agreement with the city allows for a maximum of 50 scooters. Fleet Manager Seth Johnson said there are extra scooters in storage right now in case some need to be fixed or replaced. The plan is to put more in circulation over the next few months as they see what demand is like.
