$63M in capital works for Albury
AlburyCity’s Draft Budget for 2021/22 aims to drive economic and social recovery in the wake of COVID-19, with modest rates increases to help fuel a program of capital works across the city.
The Draft Budget will be placed on display for community feedback, following its endorsement by Councillors at their meeting on 26 April.
The budget totals $159M in expenditure and features capital works of $63M, which will include:
$11.8M for roads, bridges and footpaths
$10.3M for recreation projects
$6.5M to replace, improve or upgrade public buildings
The budget also proposes a rate rise of 2.3 per cent for the average household and an increase of 1.8 per cent for businesses. Waste management charges will return to pre-COVID-19 levels and no increase to water and sewer charges is proposed for 2021/22.

The proposal to build a new $44m library in Nelson s Riverside Precinct is one of the most expensive projects considered by the Nelson City Council in recent memory. An architect’s report commissioned by the Nelson City Council in 2019 stated that while library continued to deliver a high level of service, the current building was described as “tired”, unsuitable for contemporary library operations, and not adequate for Nelson’s current (and projected) population.
Following a long meeting discussing the cost of the project and potential effects of climate change on its location, councillors voted 11-2 in favour of the proposal, with councillors Pete Rainey and Rachel Sanson voting against it. If fully approved, the $44m library would replace the current Elma Turner Library further down the river on Halifax St, and is expected to have a useful operational life of 100+ years. The new library would consist of a two-storey building with a floor area of approximately 3250m², and would have a “5-star Green star rating – utilising sustainable materials and designed for passive heating/cooling and reduced energy costs.
