Former Iowa Homeland Security & Emergency Management Director and Warren County resident Joyce Flinn retired in January, ending 24 years in public service for the state and two years in the position of Director. Flinn tells KNIA News she was with the agency as they went through 9/11, the rise of cyber-security awareness, and of course the COVID-19 pandemic.
“The worst day for me was when we had community spread. Dr. Pedati (State of Iowa Medical Director and Epidemiologist) kept saying we know it will happen, we know it will happen, we are trying to prepare and do everything we could. But when that community spread was identified and things got very bad very quickly in both Iowa and across the country, it was kind of that September 11th feeling of the world will never be the same again.”
Flagler County no longer has a mask mandate. That applies to county government buildings, including the Government Services Building, the library and the Health and Human Services office.
County commissioners at their May 3 board meeting decided to rescind the county s mask requirement, effective immediately, after seeking input from Flagler County Emergency Management Director Jonathan Lord. COVID isn t over, but this is what you need to do: Get your vaccine.
JONATHAN LORD, Emergency Management director We’ve gotten to that point where the emergency side of government can step back, and let the health department run with it, Lord said. He pointed out that 54% of Flagler residents ages 16 and up are vaccinated and that vaccines are widely available throughout the county.

REFERENDUM
The Board of Finance has approved the 2021-2022 Municipal Budget scheduled for
referendum May 5th, 2021. The budget represents a 3.76% decrease in municipal spending and does not defer any capital projects or decrease any departmental budgets.

Redistricting Commission Meeting: The Commission on Redistricting will meet from 5-6:30 p.m. The meeting will be livestreamed on the county council’s Facebook page.
