View Comments When former state Division of Social Services Director Ray Fitzgerald came to the Wilmington Housing Authority, his first order of business was improving the workplace culture and employee morale. Fitzgerald, who worked for Delaware’s Department of Health and Social Services division for 15 years, said the authority lacked leadership that supported employees, but aims to change that.  “I think people like me that were in this role previously didn’t establish a good culture, didn’t value morale as much as they should,” he said. “They didn’t provide structure and leadership, and that’s what my goal is.”
