Senator responds to trafficking, safeguard concerns in bills

Sen. Mary Camacho Torres wrote to Department of Youth Affairs Director Melanie Brennan, who has been assisting Child Protective Services since January, after concerns that two bills heard at a public hearing April 20 lacked proper procedural safeguards or could open the door to potential human trafficking.
The senator introduced:
Bill 108, which would allow for licensed adoption agencies to be inserted into the adoption selection committee for screening adoption applications; and
Bill 109, which would insert licensed adoption agencies into the chain of custody for children relinquished under the Newborn Safe Haven Act.

To celebrate Earth Day and the theme Restore Our Earth, Atkins Kroll Inc. will host a used car battery campaign with the Mayors Council of Guam, according to a news release.
“The 30-day campaign will clean up used and discarded automotive batteries out of the villages and into a prescribed recycling program,” said Wendi Herring, president of Atkins Kroll Inc.
The company distributes the AC Delco brand of automotive parts and batteries.
The 36th Guam Legislature will convene at 1 p.m. Friday to discuss bills to fund an Elder Law Center, require ethics training for GovGuam employees and create a soccer field in Ordot-Chalan Pago.
Sen. Amanda Shelton introduced Bill 100 to allow for the Public Defender Service Corporation to receive and administer grants to fund an Elder Law Center. The center is intended to provide legal counseling for elderly residents and refer them to the appropriate legal help.
It would also allow the Public Defender s office to enter into agreements with other government agencies toward addressing the needs and advocating for elderly residents.
