i don t know what to say it s utter ridiculousness. don t take my word for it read the bill. there is nothing in the bill that indicates spending about any other issue but veterans health and funding and if there was, i would not have supported it. this is all about the language in the pact act is incredibly specific that all of the funding must be spent, even the toxic exposure fund, the language is explicit about what you can spend it for. so i don t understand you have got some republican senators saying well if you will switch to mandatory to discretionary then i will do it because they snuck it in as mandatory it s always been mandatory. the bill that passed the senate on june 16th, 84-14. not one word has been added to this bill that all these republicans suddenly voted against it. not one word. and when they passed it the first time the spending was mandatory and it s all about veterans healthcare.
