We also looked at things like mechanical things or technological inventions, those are also big patterns. Redesigned if you worked across state lines. I dont think theres any reason to think that the plan issues change if you have an interstate exchanges about administrative infrastructure. One thing that is present are the multistate plans which is not quite interstate exchange but it is the potential to increase competition across the lands. I cannot imagine an interstate exchange.
