Upaya tersebut, kata dia, dengan menyesuaikan KUHP dengan perundangan hukum pidana yang bersifat universal.
Selain itu, kata dia, rekodifikasi tersebut juga merupakan upaya modernisasi yaitu dengan mengubah filosofi pembalasan klasik yang berorientasi pada perbuatan semata-mata, menjadi filosofi integratif yang memperhatikan aspek perbuatan, pelaku, dan korban kejahatan.
Perubahan-perubahan yang dilakukan terhadap RUU KUHP, kata dia, dimaksud diharapakan dapat menyelesaikan salah satu permasalahan hukum yang sangat penting di Indonesia yaitu over kapasitas lembaga pemasyarakatan.

Utahns drove fewer miles and died in greater numbers on state roads in 2020 â but most of that unexpected divergence was not the result of people driving at extreme speeds on the stateâs highways.
The number of cars on the roads decreased 13% from 2019 to 2020, according to preliminary figures from the Utah Department of Transportation, while the number of fatalities rose 13% to 276. But the number of highway fatalities fell.
