millions are worried about the high cost of earning that diploma. we ve got a crisis in terms of college affordability and student debt. president obama kicked off the new school year with a two state two day bus tour. bottom line is, higher education cannot be a luxury. it s an economic imperative. every american family should be able to afford to get it. reporter: at the university of buffalo, the president laid out a plan for a new rating system that would tie taxpayer fund to performance and value. starting in 2015, schools will be evaluated by several criteria, average tuition, scholarships and loan debts. graduation rates and earnings of graduates. president obama said that colleges that keep their tuition down, while providing topnotch education, will see their federal funding go up. it is time to stop subsidizing schools that are not producing good results and reward schools that deliver for american students and our future. you ve got to get big donors. if you want to bring in tuition down, the way to do it is get the government out of subsidizing tuition. you ll see it fall very quickly. i tend to agree with that. victoria, in point effect, tuition and fees in four-year schools have gone up 300% from 1990 to 2011. inflation during that time was just 75%. so more than three times as fast as inflation. something is wrong. something is wrong. and the increase in tuition prices has tracked exactly with the increase and burden of student debt. so the student debt is the debt that thanks to the government, we ve created this wonderful system where it s fueling the fire and tuition rates continue to go up. meanwhile, college accessibility is not really the issue in this country. when you rank us globally, we re doing wonderfully. but our graduation rates stink. so colleges need to lower tuition just because they re absurdly high and then they need to do a better job actually getting kids to graduate. bill
colleges and the importance to the economyretraining workers, you are a big believer in this, how have you managed to hold down tuition costs and what is your recommendation to nonprivate schools that are training the next generation? the state of maryland is providing a wonderful example of what we can to, all of the universities have held costs down dramatically, the tuition costs because the state and legislature get it. they know it s a balance between the two, so they have been investing amazing ways, and we are able to keep tuition down, we were number six in the united states and now we are number 26. and we do it throughi cutting
