It comes back operationally, we do tolerate failure. The first thing in the field, this is not a zero mentality. People make mistakes. Theres fog and friction and we reward innovation and i think it exists. Constitutional ly institutionally, its a little harder. But in the acquisition realm the processes are not they grind on so its not that they dont reward innovation.
