The Metro Manila Council (MMC), through a resolution, will release the fund from the savings of the Metropolitan Manila Development Authority (MMDA). In its latest update, state weather bureau PAGASA said Batanes and the northeastern portion of Cagayan (Santa Ana, Gonzaga), including Babuyan Islands, are still under tropical cyclone wind signal number 1. These areas will experience strong winds from Emong, which was last spotted 780 kilometers East of Virac, Catanduanes. The tropical depression is still moving westward at 25 kilometers per hour, but it slightly intensified to 55 kph near the center and gustiness of up to 70 kph. PAGASA said Emong is likely to intensify into a tropical storm in the next 24 hours, then weaken into a tropical depression by Tuesday afternoon and a remnant low by Wednesday.
