We have not had a budget in the United States senate until this last agreement in december. But on the appropriations side, the 12 appropriations, we havent had 12 appropriations passed before the fiscal year of october 1 since 1996, which was under senator trent lotts leadership. And only 13 appropriation bills have passed since 2001. Only 13 total, not in one year but total. Just to give you the degree to which this current process has failed. So it would add significantly to improving it and getting them on a course of evaluating federal programs. So what are the odds of a twoyear budget process .
