who are cool to the idea of the major increase in spending, both defense and domestic, as well as the fact that it essentially does away with one of the key fiscal victories the republicans claim from the obama years, gets rid of the budget caps entirely after years of delaying those caps. if you re a democrat, you have issues with two things, the idea that there are limitations on policy riders, adding things that are priorities for your party in spending bills coming up in september and there are no limitations on the transfer authority for the administration to move money around to potentially finance a border wall. that s where you re going to see lawmakers drop off and vote against. the coalition to get this passed is the same one it always is on agreements like this. you have defense hawks from the senate armed services committee and house armed services committees. you have appropriators who likes this bill smoothes the process of that spending bill effort. also key and don t fo
transferring money from one account to another is a routine thing that occurs here. it is just recognizing the circumstances that changed from when the original dollars were approved to where they are today. it s not routine. you know this as well as i do. it is not routine for a president to take money congress approved for something else to use the money for something congress didn t approve. they were big vote in the house and senate not to give the president this money. congress made its position clear on this. it does happen on a regular basis every year. this is transfer authority. this is reprogramming. you have similar dollars here for six to eight years. because projects timed out you have approved money. it happens routinely. they go back to appropriations and say, look, circumstances changed. we have a priority here. similar to what the money was approved for. not exactly the same project but a similar project.
voting today, they voted already to not give money for this wall. they have made their opinion clear as to whether this is an emergency. we have news just in to cnn. he says house democratic leaders are considering their options for challenging an emergency declaration if the president goes forward with that. charlie dent, you served a few terms in congress as a republican from pennsylvania. what are the options on the hill to block the president s potential action here? well, there will be a resolution of disapproval, developing a legal strategy. i m sure the appropriators will also be already writing their bills. they are going to further restrict transfer authority. they will be doing all sorts of things to torture the administration. there is another issue here that if you are going to declare an emergency, your remedy has to address the underlying emergency. i can make a very strong case,
