transferring money from one account to another is a routine thing that occurs here. it is just recognizing the circumstances that changed from when the original dollars were approved to where they are today. >> it's not routine. you know this as well as i do. it is not routine for a president to take money congress approved for something else to use the money for something congress didn't approve. they were big vote in the house and senate not to give the president this money. congress made its position clear on this. >> it does happen on a regular basis every year. this is transfer authority. this is reprogramming. you have similar dollars here for six to eight years. because projects timed out you have approved money. it happens routinely. they go back to appropriations and say, look, circumstances changed. we have a priority here. similar to what the money was approved for. not exactly the same project but a similar project.
