The hurricane made landfall just after 11 00 p. M. Near cape lookout. North carolina governor declared a state of emergency for 25 coastal and ajoining counties. A strengthening hurricane arthur is skirting the eastern seaboard tonight on track for a dangerous july 4 rendezvous with North Carolina, forcing thousands of vacationers to flee the coastline.
