The spending plan that voters unanimously agreed to represented a 1.5 percent decrease over last year’s budget, even though Old Lyme’s Board of Selectmen put forward spending increases in the areas of general government, public safety and boards and commissions. Total revenues for the town, however, are also expected to decrease, largely due to drops in interest from investments, land use reimbursements and intergovernmental transfers for road projects, officials said.
