Permitting gridlock made sf too expensive for Small Business owners. Most Small Businesses cant endure a year of paying rent or waiting for permits before allowed to start making money. Another problem is by San Francisco standards, it is considered formula retail. This triggers additional red tape such as 30day comment period.
