like. there are other things that you have to look at. in addition, they are looking at the tuesday group. because what happened almost two weeks ago is not only the freedom caucus was able to put a veto on this, the tuesday group had enough members to make it so they couldn t get to 216. this is the more moderate republicans? correct. so now you have a situation where as you balance one way, you go another. instead of being a flat program, it was rated on how much income you have or how much you spend on health care. and those people who spend more on health care would get a larger credit. that s one of the ideas that s been floating out there that many of the tuesday group members might be inclined to support. a number of issues are being discussed here and as they go back and forth, there s once again a very delicate balance. the reason people are being more guarded is because they are out there on the edge one time and don t want to get to the edge
days ago, a house conservatives and house moderates. that s why we are seeing the white house reach out to the house freedom caucus. mike pence up here on capitol hill last night and they also had members of the tuesday group, the moderate group up to the white house yesterday, all trying to see what changes can be made to make this bill potentially resuscitated. one of the big changes we re hearing is giving states potentially more flexibility to opt out of those obamacare provisions, so essential health benefits, they would have a waiver instead to get out of those provisions, things like maternity leave, maternity care and hospitalization. there was some other notables on the table as well. but the big thing we re hearing up here on capitol hill is that it s too early to tell right now. there just aren t enough details. there is no actual text. until they see something, you are not going to have members sign on the dotted line. back to you guys. all right. let s bring in our panel
the states could apply for those waivers. this at its core is in part what those conservatives have wanted. they want the title 1 regulations, the insurance regulations in the affordable care act to come out. why? because they believe those have been driving up premiums. so, this is the effort to try and bring that group along, but the speaker made very clear, it s early effort. take a listen. we re at that conceptual stage. we have very productive conversations occurring among our members, but those are productive conditions. that doesn t mean we have language and text that s ready to go and the votes are lined up. reporter: now, kate, the white house told the house freedom caucus members last night that they would be sending text up to the hill, and the house freedom caucus members have made clear they are not committing to anything until they see that text, but if you wonder why speaker ryan is so cautious, he said that this is not just about getting one caucus or group on board
