Were covered up. We covered technical edits yesterday and those were edits where the staff and the Committee Members made edits. Those edits did not substantially change what was written. In most cases, it made it clear to the reader what was intended. Yesterday, there were several times where we had to stop what we were discussing because it needed to be discussed or deliberated in the public forum or Public Meeting today. When we get to those points, i will turn it over to the chair and she will discuss and handle that discussion. This is building off one that we held on march where we discussed improving access and permitting to provide recreation opportunities on our federal land so proposals were looking out today is a good start in addressing those issues. Legislative report. That report was released today and im requesting a hearing on the report so we can better understand the citys use of these conservatorships. Contributed to a decrease in the total l. D. S. Conservative caseload. Interestingly, that caseload has increased somewhat over the last year. Now one of the perhaps surprising things i learned from this report is San Francisco is conserving gravely disabled people at an alarming average and is ranked ninth among counties in its per capita rate. So whats going on . Are there fewer people in need of conservatorships in San Francisco county or are we failing to meet the needs of residents that cannot take care of themselves . Part of the explanation of that decline is the loss of the last decade of appropriate placements of people suffering from serious mental illnesses. Plainly, theres more work to do, and the report and the experience of my office over the last year suggests that the lack of placements may not be the only reas
