Tenney is the longtime Manteca businessman that former City Manager Miranda Lutzow blamed for defeating Measure Z, the one cent general sales tax increase Manteca voters rejected in November. Lutzow went as far as openly criticizing Tenney, who owns Manteca Trailer & RV, for contending he had no skin in the game based on her contention Tenney did not reside within the city limits.

Caltrans has taken Manteca off its “do not fund” list after the city cleared up its audit snafu. Caltrans had placed the city on its “do not fund” list in October when Interim Finance Director Stephanie Beauchaine uncovered accounting irregularities that showed some $67 million had been placed in the wrong accounts over the years.

The cuts last year to operational and capital requests imposed by Lutzow avoided the citywide fund balance of $168.6 million dropping to below $19 million or a reduction of 89 percent instead of  the $95.4 million drop or 43 percent cut now projected for June 30.

Included is the fact the last time the city’s ledger was properly balanced was at the end of the 2018-2019 fiscal year 19 months ago. Interim Finance Director Stephanie Beauchaine noted staff is not comfortable providing account balance numbers in a number of cases. That’s because funds that are restricted by law were placed in the wrong accounts over the years. She noted that as the finance department steadily works at putting the puzzle together numbers change almost daily as charges and revenue are assigned the correct account. The process is tedious and time consuming as the city wants to have all the pieces in the right place so going forward the council and public will have a correct and current snapshot of municipal finances.
