Landlords in Oregon whose tenants have fallen behind on rent during the coronavirus pandemic can now apply for relief from the state.
Applications for Oregon’s new landlord compensation fund opened Wednesday, nearly two months after state lawmakers allocated $150 million to seed the program.
Landlords can apply for relief to cover 80% of the rent they are owed by residential tenants dating back to April 2020. However, they will be required to forgive 20% of unpaid rent. Tenants whose landlords are approved for the money will have their unpaid rent bill forgiven for the months the landlord receives funding.

As the COVID-19 pandemic nears its one-year mark in the United States, millions of people are still unable to make their monthly rent payments. In Oregon, an estimated 11.7 percent of the leased households did not pay rent in January, and recent US Census data find that an estimated 89,000 Oregonians currently owe some amount of unpaid rent from the past year. Oregon's statewide eviction moratorium currently allows tenants whose income has been financially pummeled.

A small but significant portion of Oregon tenants were unable to pay rent on time in January or make up their missed payments during the month, a sign that more renters may be taking on debt as the coronavirus pandemic continues.
Nearly 1 in 5 renters in the Portland area, and a slightly smaller share statewide, had not paid their rent by Jan. 6, according to RealPage, a company that provides property management software. Most made up their missed payments by the end of the month, but roughly 7% of Oregon renters still had not paid their rent by Jan. 27, according to the company.

The state says it is on track to allocate the entirety of its $63.5 million in rental assistance to Oregon tenants in need by the end of the year and won’t have to return any of the money to the federal government.
That’s a dramatic uptick from two months ago, when local agencies still had most of the money and appeared in danger of missing the Dec. 30 deadline and forfeiting the federal dollars.
A new report from Oregon Housing and Community Services, the state agency overseeing the rental assistance program, shows that 93.5% of the funds had been committed to specific households by Dec. 10, putting the state on track to meet the end-of-year deadline.
