土地徵收條例擬修法花敬群：保障居住權、財產權與人權 - 生活

內政部正在研擬土地徵收條例修法，內政部次長花敬群今天表示，目前還在內部討論階段，過去民眾擔憂的迫遷問題、居住權保障、同意比例提高等，都在修法範圍內，希望修法內容更符合居住權、財產權與人權的保障。針對有學者建議修法將一般徵收與區段徵收區隔，花敬群今天出席國家住都中心社會住宅開工典禮受訪表示，一般徵收與區段徵收本質上有很大差異，不只是法條明定，學界也持同樣的看法，一般徵收是土地透過徵收變成國家的，地主領取補償費走人，區段徵收以合作開發、聯合開發為原則，區段徵收95%的地主都是同意開發，這是社會的普遍現象，坊間教科書或論文都是相同論述，事實也是如此。
