A months-long investigation by the FOX 5 I-Team has explored outrageous water bills with phantom origins. It has also caught the attention of the Atlanta Utilities Committee after the city's appeals board refused to adjust the bills.
The FOX 5 I-Team decided to review 15 months of cases before the Atlanta Water Management's appeals board. We found that a bill adjustment was granted only 22% of the time.
