More than 20,000 people have been rescued after historic floodwaters swept across parts of the state over the weekend. And at least four people have died. President obama has signed a disaster declaration and has ordered federal aid to supplement recovery efforts. Louisiana governor John Bell Edwards said in a News Conference yesterday that as many as 10,000 people were in shelters as a result of the flooding.
