More than 20,000 people have been rescued after historic floodwaters swept across parts of the state over the weekend. And at least four people have died. President obama has signed a disaster declaration and has ordered federal aid to supplement recovery efforts. Louisiana governor John Bell Edwards said in a News Conference yesterday that as many as 10,000 people were in shelters as a result of the flooding. I woke up this morning and i started screaming, i was like oh, my god. And it i mean it was just a few inches and then all of a sudden it, yeah oh, my god. We cant use any more rain. We dont need any more rain. We just got to get these people out here. Its devastating. You have no idea. The coast guard says they have rescued more than 100 people from rooftops, vehicles and trailers in the baton rouge area. And throughout the state, Good Samaritans have also been going door to door offering help. At this point it is still too early to tell how many homes have been damaged but governor edwards estimated yesterday that its probably in the thousands. The other big story were following this morning is from milwaukee. A second night of violence in that city after a Police Officer shot and killed a man saturday afternoon. This was the scene this morning as firefighters worked to extinguish a car fire. Within the last few hours Milwaukee Police have tweeted out several reports of shots fired. And that multiple arrests have been made. At least one person was shot. Though we dont know the circumstances, nor do we know their condition. And officers in Tactical Gear worked to clear the streets of protesters, and onlookers throughout the morning, warning people to go home. I am lieutenant mays, a member of the Milwaukee Police department. I hereby declare this assembly to be unlawful. And hereby order you to disperse. Refusal to disperse will be in violation of wisconsin state statute 947. 06. If you do not disperse immediately, you will be arrested. Milwaukee police have also tweeted out this picture, saying an officer was taken to the hospital after rocks were thrown at the windshield of his patrol car. No word on that officers condition this morning. Now the unrest started saturday night just hours after police shot and killed 23yearold smith. Police say he was pulled over because he was in a vehicle that was, quote, behaving in a suspicious manner. They say smith ran and then turned toward the pursuing officer, raising a loaded gun. Thats when the officer fired, killing the 23yearold. Police say the officer was wearing a body camera, and while demands mount for the video to be released, Officials Say it shows the suspect armed. I have not seen the video. I have, however, seen a still photo extracted from that. And that still photo demonstrates, without question, that he had a gun in his hand. And i want our community to know that. That he had a gun in his hand. Now the Police Officer didnt know it at the time, but there were 23 rounds in that gun. Which means that he had more bullets in his gun than the Police Officer had in his gun. Police also say smith had a lengthy arrest record. In the aftermath six businesses were set on fire, and four officers were also injured in the unrest on saturday night. Wisconsin Governor Scott walker has declared a state of emergency activating the National Guard but so far has not deployed them. Police are questioning a suspect in connection with a Fatal Shooting of a new york city imam and his assistant. This according to nbc news sources. He reportedly matches the description of the suspected shooter but so far no charges have been filed. And we want to warn you here the next video is shot from far away, but it could be upsetting to some of you. Surveillance footage shows a suspect approach 55yearold imam and his assistant as they were walking home from a Prayer Service saturday afternoon. According to the associated press, he was reportedly carrying about 1,000 cash at the time although it was not taken. Turn to politics now, the latest wave of the swing state polling Shows Hillary clinton expanding her lead in some critical swing states, in colorado clinton has grown her lead to 14 points in the nbc news wall street journal marist poll up six points since before the conventions. She leads trump in the critical denver suburbs that can often shape elections by as much as 40 . In virginia clinton is up by 1 3 points leading trump 46 to 33 . She is up in North Carolina as well expanding her lead there to 9 . Trump has closed the gap in florida but clinton still leads there 45 to 40 . The picture is nearly identical in the cbs news Battle Ground tracker which puts the race in florida at 44 to 39. That poll has clinton up 45 to 36 over trump in New Hampshire and trump still leads by four in georgia 45 to 41 . No other recent polls have shown hillary in the lead. Now polling in pennsylvania has shown that race beginning to slip away from trump as well. The latest surveys there show clinton up by about nine or ten percent on average. But while campaigning in altoona friday night trump gave this call to action to prevent him from losing. Were going to watch pennsylvania very quickly were going to watch pennsylvania. Go down to certain areas and watch and study and make sure other people dont come in and vote five times. The only way we can lose, in my opinion, i really mean this, pennsylvania, is if cheating goes on. And we have to call up law enforcement, and we have to have the sheriffs and the police chiefs, and everybody watching. Because if we get cheated out of this election, if we get cheated out of a win in pennsylvania, which is such a vital state, especially when i know whats happening here, folks. I know she cant beat whats happening here. The only way they can beat us, in my opinion, and i mean this 100 , if in certain sections of the state they cheat. Okay . Go around and look and watch other polling places. And make sure that its 100 fine. Because, without voter identification, which is shocking, shocking that you dont have it. Im supposed to be a smart person. I have still ive yet to understand how you cannot approve voter identification, at least in some form. Right . Youre basically saying it is heartbreaking to watch these people so desperate for help. People were seconds away from losing their lives, being pulled out of cars and vehicles. The social media on this was incredible to follow. There was a Facebook Group of people saying please rescue me. There were like moms on top of rooftops with their children saying, please rescue me. And just waiting for the helicopters or someone with a boat to come get them. It was really harrowing. Especially as we went through saturday night into sunday morning. That was the worst of it. Thats when the water really came up over a lot of populated neighborhoods. Those people didnt get out in time. The water levels have peaked in most cases. A lot of the records were around 20 to 21 feet. The rivers went to 24 feet. This was four feet higher than anything these areas have experienced in 60 to 80 years since they started keeping these records. This was unchartered territory for this region. Thats why it was so bad and still is at this hour. As far as what happened. This was not even a named tropical system. It was a tropical entity. Never really got organized enough to be considered a tropical depression or storm. But it dumped the highest total we had was 31 inches of rain. Thats unimaginable, 2 1 2 feet of rain in one location over three to four days. That was just northeast of baton rouge. Thats why weve had this unprecedented rise in these rivers. Just an incredible situation. Thats what happens when you get tropical system that can just sit over one area, and it doesnt move, and it stalls. You can get rainfall totals like this. Its amazing. It wasnt even a named system. Again, as far as what were dealing with today the rain has moved to the north. Kind of broke in two pieces. One kind of shifts over to texas, one has moved to the north. We still have a flash flood threat. Just had a brand new Flash Flood Warning for the downtown st. Louis area. Well have to watch that this morning atd as heavy rain sits over the top of the city. This will move up to indiana, southern michigan, and ohio later today. We dont have the expectations of what happened in louisiana.
