A gloomy picture of education in the country has been painted in Parliament. Though the Union Education Minister, Mr. Siddhartha Shankar Ray, has mentioned a long-term programme to “reconstruct” the educational system as promised in the Congress (R) election manifesto, his deputy, Mr. D.P. Yadav, has described the seamy side of the present set-up. The latter has told the Lok Sabha that the gap between what is being done and what ought to be done runs into several hundred crores of rupees. If the expenditure per pupil is a rupee per day, he has estimated, the Government will require Rs. 4,300 crores annually to provide free and compulsory education to the 120 million children of school-going age from the first to the twelfth standard. Disheartening as the statistical analysis undoubtedly is, whoever asked the Government to talk of “free and compulsory” education to all and sundry up to the university or the higher secondary stage?
